--Anonbloods must submit themselves to an Exclusive and Confidential Medicull Screening if they wish to Contribute at all. The results of this screening are Non-Cullable, but in the event of a Mutation or other undesirable Genetic Trait, the Anonblood will be ineligible for Contribution. Anons are now protected under a recognized 'Grey' Caste and cannot be killed even if exposed.
+-The Inner Circle, otherwise known as 'The Circle', has been created. The Circle is a grouping of Violetbloods and Tyrians who may assist with Royal Challenges. The Circle act as defenders of the throne; any challenger for the throne must first fight the Inner Circle. The Challenger must defeat ALL Inner Circle members prior to challenging the reigning Throneholder. The Inner Circle is the 'last line of defense' for the stability of the throne and the legitimacy of its reign. Violetbloods and Tyrians must be accepted by the Throneholder to be allowed within the Circle. The Circle has no official power over legislation, but may have 'the ear of the Throne', or a direct speaking line with the ruler. Members of The Circle are not allowed to challenge to take the Throne.

The Circle is a grouping of Violetbloods and Tyrians that are not in any Quadrants with the Throneholder who may assist in Legal Decisions and Challenges under certain criteria. While the Laws of Challenge are still valid, if a Throneholder is Challenged twice within two weeks, or within the time it takes to recover partially from the first Challenge, they may appoint a Circle Member to fight in their stead to protect the Throne. If the Circle Champion loses, the Throne is passed to The Challenger who may decide to Kill or Spare the prior Throneholder. The Loser's Circle will be dispelled.

 Anything below 80% will be submitted to Public Appeal for a Vote of the People before being resubmitted to the Court.
