Contribution Laws
-Monetary Incentives for Contributions have been abolished. There will be no Culling Penalty for non-contributors.

-Anonbloods must submit themselves to an Exclusive and Confidential Medicull Screening if they wish to Contribute at all. The results of this screening are Non-Cullable, but in the event of a Mutation or other undesirable Genetic Trait, the Anonblood will be ineligible for Contribution. Anons are now protected under a recognized 'Grey' Caste and cannot be killed even if exposed.

Court and Council
-The Church, with its current Figurehead 'The Paternat', has been re-instated as a member of the Imperial Council.

-The Inner Circle, otherwise known as 'The Circle', has been created. The Circle is a grouping of Violetbloods and Tyrians that are not in any Quadrants with the Throneholder who may assist in Legal Decisions and Challenges under certain criteria. While the Laws of Challenge are still valid, if a Throneholder is Challenged twice within two weeks, or within the time it takes to recover partially from the first Challenge, they may appoint a Circle Member to fight in their stead to protect the Throne. If the Circle Champion loses, the Throne is passed to The Challenger who may decide to Kill or Spare the prior Throneholder. The Loser's Circle will be dispelled.

-Court consists of:
The Emperor, with 30% Influence on Law
The Inner Circle, with 10% Influence on Law
The Church, with 20% Influence on Law
The Jades, with 20% Influence on Law, &
The Legislacerators, with 20% Influence on Law

To pass any new Laws that affect multiple Castes, the Law must reach an 80% Approval Rating or higher. Anything below 80% will be directed to The Council, a board of 3 Trolls from Each Caste, to weigh in on what changes should be made. Once changes have been agreed on, it will be resubmitted until Approval reaches 80% or Higher before being passed.
