Alright, I am gonna be honest. Fjord lowkey just seems like a bad pick overall, while compared the Major who is a very solid one. The fact that Fjord has no quantifiable speed beyond the most vague of generalizations makes me think that Fjord isn't even able to accomplish anything worthwhile within the timeframes of the tier. Contrast this with Major who is shown to be durable, fast and quite strong to the tier, there's not much for me to say beyond "Major wins" for having actually relevant stats. Much of Fjord's feats (i.e slicing through a bulletproof monster) are also in context, not great the more scrutiny you place onto them especially compared to how guns work in DnD versus how guns work in Ghost.

This works me to my second judgement. Luke Cage's stats also just... don't measure up. In terms of speed he practically just doesn't exist in context to a combined Kengan tier, and his striking feats which are arguably his selling point kind of just seem like a wet fart in comparison? Outright Box, I don't think there is a feasible way to argue any of these feats from an objective standpoint into a way that can justifiable in tier. Straight up, I don't think Cage can physically be capable of beating Kengan tier man, and this is already a tier where Kengan tier man can straight up annihilate the majority of Kengan characters he meets.
