cerulean: sell rock tomb and bullet seed, buy 4/3/3
vermilion: SKIP MART UNLESS LOW ON SUPERS/AWAKENINGS
celadon: restock on healing items (usually just 2-3 supers), buy BOTH leaf stones
cinnabar: buy max ultra balls (12 if bought 2 supers in celadon)
three island: buy to 16 ultra balls (usually ~14), buy max hyper potions (usually 6)
