FMS and NLH partnership V2

FMS and NLH can make the zone together, under the following conditions:
1. It is not important who built more, the zone lobby stays next to the zone
2. We'll put up special credit and news boards next to it, where both of us can write on
3. We'll build a alliance zone hub together, when tom allows next to spawn
4. All alliance buildings will stay neutral and never become part of one group.
