DCS Troubleshooting

Specs: Ryzen 5 5600x, NVIDIA 1060 6GB, 16GB RAM, Acer 1920x1080 Monitor, 500GB SSD, 1TB HDD, TUFF B550-M PLUS, running Windows 64 Pro version 10.0.19045 Build 19045.

This is my first time installing on this system - no mods.
Steam DCS - stable, openbeta, final release
Standalone DCS - stable, open beta
Verify Steam Game Files
Disabled/Enabled compatibility mode
Disabled/Enabled Fullscreen optimization
Disabled/Enabled launch as Administrator
Ran executables + as administrator

Cleared remaining files after uninstall using Everything
Renamed folders, moved folders
Changed install locations
NVIDIA PhysX + Program specific settings restore

Cleared DCS and DCS.openbeta from TEMP
Event Viewer (No application errors or related incidents)
Populating the Saved Games folder by hand to see if the folders would auto-populate

Uninstalled vJoy and associated files
Tried DCS through GeForce Experience

DCS.banana is created in Saved Games

Adjusted Default Format sample rate and bit depth for available Playback devices
Removed Armoury Crate
Disabled Aura
Disabled/Enabled Resize BAR
Installed .NET desktop Runtime
Installed G-Helper
Examined DCS.DMP File (NTDLL.DLL Error)
Uninstalled NVIDIA Drivers with DDU in Safemode and reinstalled
Uninstalled GeForce Experience
Uninstalled MSI Afterburner
Uninstalled Ryzen Master
Uninstalled Logitech GHUB
Was able to launch and start DCS in Safemode ONLY
Disabling and enabling processes in Computer Management
Tried forcing dx11
I am ruling out NVIDIA Drivers being the problem
Added alternate Administrator account - still will only launch in Safe Mode
Disabled WIFI
Computer Management / msconfig
Downloaded autoexec.cfg from Support
Tried Symbolic / Hard Link
Tried removing excess VC Runtimes
