Waltzer represented the Washington double-talk that had disillusioned Ethan years ago when he served in Special Forces and then CIA black ops teams. Ethan served his country with patriotic intention, but once he entered covert global field work, he quickly learned that politicians often sanctioned secret missions for motives that were far from patriotic, that had more to do with protecting the interests of certain corporations or facilitating certain political agendas. When all of this duplicity became clear to Ethan he left government service and was approached by Jim Phelps for the IMF team. At IMF, Phelps assured Ethan, he would always know the purpose of the mission and would never suffer repercussions if he chose not to participate in a particular mission.
