world building for my game(first draft)

its a kind of not serious and absurd kind of world where the local gang would start a firefight in order to decide whenever pudding or ice cream is better

and "villians" would go destroying the world because someone stole their lunch

its a world where no one would be surprised even if an entire nation get isekaied
or the entire world just blew up because someone stepped on an ancient landmine

Nations:
theres a magic nation which well is magic based(non human species like youkai also lives there)
theres a science nation which well is science based(people that live there are mostly human(gundam pilots,cyberpunk stuff,etc)
and then theres the magic-science nation which the character lives in(anything can come and go)
where funny things like magical nanomachines exists

each of the nation have someone called "guardian" who basically rules the nation and also leads the army/police to stop the funny incidents(something like touhou project)
i have not decide how techstation(the science nation) is
but magitech (the magi science nation) is under a solid rule by the guardian
that said,the funny local gang wars and incidents still happen regardless
for magisphere(the magic nation) i plan to copy refer to something like the blue archive world view
so yeah,its not anarchy

then some people inside it wants to do science stuff but its considered taboo
so they started a new nation called techstation

then the same thing happened again
but its for people who want to combine science with magic

people look female/male/neutral but in the core they are all the same sex

this "effect" does not care if the target is good or evil,which is also one of the major reasons why there are so much incidents

Dueling:
if someone hates someone else for some reason,they can request a duel to the other side.
both sides decides what happen to the other side when they win,and when they accept it
both sides make a promise to the god of promise(who enforces the result of the duel) and begins the duel (edited)
the duel can be in any method,from real time combat to danmuku battle,and from internet games to card games
dueling is much more preferred for people who are strong since everyone is so tanky in nosolute and real fights take forever
