As for Kais, our idea at the moment is that the Four Cardinal Kais being dispatched to Phi Beta are not necessarily the highest or second-highest level of authority, but near enough to that point that they'll have basically uncontested reign over DHARMA operations in this mission unless something goes so horribly wrong that people above you are dragged into it. That involves directing the other three Suits and their leaders, making decisions and priorities WRT the investigation of the dungeon of Naraka, managing whatever is reported to you or delivered back to the Agency after successful missions, and delegating between the colony's leadership and your own base (maybe at the Relay Station or maybe on the planetside.) Lucky for you, you arent necessarily meant to be in charge of the town itself. You can let them choose a mayor to hate, basically as a spokesperson to deal with you.
This is just my opinion, but I'd probably take my time to watch and select among training candidates until Shit Gets Real for the first time, then bring it out as a trump card. That wont take long since this is a pretty short wipe.
We're still trying to get you some other Kais. If you do end up with fellows, you're all mostly equals from the jump, so you'll have to figure out how to manage your decision-making process and any kind of hierarchy you feel necessary among yourselves.

I just mean "not day 1." Youve played a Kai before, you know how it goes.
If you find someone reliable to work with, like a supporting enchanter or techie or even potentially a reliable fighter, you might be able to raise their Suit to Pentacles, making them junior administration. I don't know necessarily what that'll mean mechanically, but in terms of clearance, they'd get access to the same kind of resource and push you do around the organization.
I guess thats actually the last thing to talk about. Being the big hog in the pen, you'll have access to three major resources from the rest of the Agency; their database, resource shipments, and the Relay Station itself.
Since DHARMA spans most of the known and populated universe, theres a lot out there that its seen and recorded. You can make use of that to deal with unexplained phenomena and events, even identify people who might have run in with the Agency in the past, if necessary.
The colony will get shipments of supplies on a regular period, mostly things to keep them going as a settlement, but it can potentially include more for the players and yourself if you can make the case that its necessary.
The Relay is a big ol sattelite base that helps DHARMA communicate from across the pond with your mission. Aside from just being incredibly useful to have a location accessible In Space, you can make use of its instruments, staff, and technical capabilities as necessary.
