S Tier:
Darkseid (lol)
Don Armage (The guy doesn't claim to be the universe for nothing)
Kamen Rider Cronus (Has an absurd time-stop power and attacks that are fully capable of just killing anyone. Kinda gets chumped on throughout the final arc but he's still powerful enough to stay here)
Genis (Admittedly one of the weaker final Sentai villains, but kind of gets here just by virtue of being a final Sentai villain. He has a lot of powers and can just absorb earth's energy to make himself stronger)

A Tier:
The Lich (Being of utter destruction, capable of killing gods with a touch. Not S for having a humiliating defeat)
Shockwave (Shockwave isn't actually that strong in combat (in most continuities at least) but he is HIDEOUSLY competent, and always has a backup-backup plan in most cases, along with just being unnaturally smart even for a robot)
Kizaru (guy kicks at the speed of light, and can shoot light, which if you don't know is VERY POWERFUL)
Kamen Rider Double (Has access to basically every piece of information ever, and can turn into at least two different super strong god modes)
Polygon Man (I mean he's barely existent, but in PSABR he's basically Master Hand and is a god)
Jestro (I mean Jestro himself is a wimp, but the Book of Monsters is very powerful and can just make armies whenever he wants)

B Tier:
Captain Metal (Had an entire pirate crew, a lot of weapons and attachments to use for combat, and was basically one of the few beings who survived an entire universe being erased, which is at least some form of badassery)
Hood Sickle (The implications of his attacks is that he teleports off and then kills people and then uses their souls as weapons. That's not the actual canon though but its something. Is also just very strong)
Wizzro (Has really extravagant attacks and animations by being a musou character, and seems to be somewhat magically powerful in story as well)
PTE Aku (One of the best characters in the game due to bad programming, but is defeated by being hugged by DeeDee in his boss fight)
Dr. Krankcase (Has a gun that can turn wood into minions, lightning powers, and is actually fairly competent with coming up with evil plans. Presumably only not the main villain because he's a suck-up)
Soundwave (Big robot with minions and sound powers, one of the more competent Decepticons too)
DJ Octavio (Has big disc jockey robot with like fifty attacks, he's pretty rad)
Ms. Decibel (I barely remember anything about these Sly Cooper fights but she had fun sound powers and was just sort of generically strong? I mean she had to be at least somewhat useful to be Nolan North Doing A French Accent's right hand lady)

C Tier:
Kamen Rider Accel (Fairly strong and has a super speed form, but other than that he's not nearly as strong as the main Rider)
Bomb King (He has a lot of bombs which means he makes a lot of things explode. I dont think he's actually a king, so he doesn't actually have any minions tho)
Black Knight (Having a giant robot form can get you far)
Sheep Mage (He can turn people into sheep which is PRETTY HUMILIATING. Can also turn into a massive sheep)
Pain-Yatta (Has a weapon swapping/power-up gimmick, minions and is also very strong. Of course being a pinata he is hilariously weak, in the can't take a hit variety)
Mr. Dark (Generic villain with ill-defined powers, mostly just generic magic)
Silent But Deadly (Using your farts as an actual competent weapon is something, and he is basically the smartest character in the entire show. he actually blew up a (bug) city)
Toothpick (An egotistical idiot but he at least managed to cause trouble for a wild west town. Sometimes he can just turn into a giant?)
El Jefe (APPARENTLY supposed to be a master tactician but was kind of just an arrogant asshole. Had lightning swords for some reason)
Blitzwing (Dumb even for a Decepticon, only this high because he is actually incredibly strong. Also we can meme about his football plan but that almost worked)
Blaster-Tron (Has a force field that slows people and projectiles down, and just has a hideous amount of firepower with him)

D Tier:
The Grizz (He had generic ice powers for some weird reason? They were fairly varied at least but its weird)
Sproink (A big pig man that can make water boil. considering you only find him in bathhouses it works out pretty well for him most of the time, and he's actually useful when you get him as a party member)
Cagney Carnation (Is basically trapped to one spot, but has a ton of attacks to make up for that, though being in the first area makes him a bit easy than others)
Pompy (A big seal)
Nightshade (I really cannot remember this guy's deal. He had shadow powers and was a good thief and i think he had flying eye guards)
Fiesta (Generic Skylanders hero with a car)
Chop Chop (Generic Skylanders hero)
Rayman (Generic hero character, gets up here by having actually defeated villains without power-ups)
Armored Toad (This is kind of going off assumptions, but he seems at all strong, and has missiles? why did i make this set)
XX Mileeno/Mad Mike (A joke villain who uses pizza as a weapon and can also control cars. Still managed to almost beat the rangers but the Carrangers are already incredibly incompetent)
Cortex (Cortex couldn't take a light slap but he has A Gun and minions i guess)

F Tier:
Judy Hopps (i love her so much but she is just a mortal being and literally everyone above here has super powers so being well physically trained doesn't mean much)
Big Massif (Only actually fights inside a dream inside Luigi's head, doesn't do much in the real world besides be strong and russian)
Cartoon DK (An idiot who's only real power is punching real good. Has a great singing voice but i don't think that counts as a power)
Elder Bloom (He's an old man that just makes people happy, let him be)
Nick Wilde (He's just a normal guy basically. He never actually demonstrates any kind of physical prowess so he's just like, a dude)
Shy Guy (Generally just a mook. Sometimes has to be picked up to be defeated but most of the time is just vored)
Bigfoot (Bigfoot doesn't exist)
