Can't initialize OCI. Error -1

Fix:
  Creating path ORACLE_HOME at System variables 'C:\oracle\product\10.2.0\client_1',

  Setting tnsnames.ora file correctly etc.
  However, in case of me using windows 7 is not to resolve it.
  Finally, i got a solution that is UAC off (user account control) or you can use TOAD as administrator.
