- COURIER
- - Talk with the Families, your vassals. Something could be done, an idea, a project, who knows what they have in mind. Or just a chat.
- - Council Session, hear what our secretaries and governors have to say and how things are going for their departments/governorships. (a more in-depth look than the general review we will receive each turn)

- - Pass some time with one or more of your companions (Cass, Raul, Boone, Ed-E, Lily, Veronica, Rex & Roxie, Arcade)
- - Pass some time with one or more of the people in the Mojave you have not seen for a while. A chat, a good meal, and an afternoon shooting. Who knows? Maybe you can relax, take a breath, learn something new, or just keep in touch with old friends and acquaintances
- - Talk and learn about Cyrus and the new settlers entering the Directorate!
- - House has escaped....
- - Find Joshua....

- - Visit Big Mt and see what the brains are doing and have to say (Arcade and Dr. Henry are both here)
- - Build a countryside house, a great house, or a villa for your enjoyment and life. It's a symbol of power and wealth, and gives you an escape from your duties. It will be, of course, well guarded and defended
- - After getting their general details from Boone, talk with Bear Team One. These elite soldiers don't seem unhappy here and have fought and bled for you already (some even died), and you want them fully in the Mojave Armed Forces. They are here to see if you are something better, to see what you make of the Mojave. Bear Team One will be your Rogue Coyotes (unknown how long this process will take).
- - You need an heir! Be of blood (you enjoy the company and love of many gals), or by any other means, one day you might need a successor. What kind of heir/s you decide to have will likely deeply influence the government of the Mojave. Though you plan to live a long and fruitful life, it's not a bad idea in case they kill you...
- - Learn how to pilot a Vertibird
- - Learn how to drive a land vehicle
- - Do something with Rex puppies and the Legion Dogs (possible use in Novac Dog Breeding and Dog Racing ? MILITARY section has this idea even for police and military)

- - The Courier ...(insert the Courier helping in one of the suggestions under here)
- MILITARY
- - Talk with Krueger and Patton about future strategy (possible prep to do in case of future wars)
- - Improve/Expand NV Police (additional numbers, dogs, armors, more guns, proper police station, administrative staff, cultivate a police leadership, create an investigative section, create an anti-gang section)
- - Create the NV SWAT
- - Establish police forces for the small settlements (increase security, law, and presence, new jobs). Due to the population growth, it has become necessary to have police forces for our small settlements.
- - Jacobstown Rough Terrain Training Facility (use the forest and mountains of Jacobstown for military training)
- - Rebuild Searchlight Airport in a military base like McCarran and Camp Rex
- - Fortified Ammo&Weapon Depots at Camp McCarran and Camp Rex (self-explanatory)
- - Great Walls of NV (new massive defensive fortifications, making Vegas one of the most secure settlements in the wastelands. Very Expensive)
- - New Fortifications and Defenses (to build in settlements/important places)
- - Rebuild and improve the previous eastern military camps of the NCR on the border with the Legion (will need military units to garrison them)
- - Find/Make supplies for military units (self-explanatory)
- - Fortified Security Checkpoints (entrances of settlements/important places. Triple purpose of security, defense, and presence. Where to build the first fortified security checkpoint? The border with the NCR, Hoover Dam, Freeside, to name a few)
- - Mojave Secretaries Guards (Personal guards of the Secretaries, 4 for each. Recruited and trained by Krueger, their costs would be covered by the department's budgets. Future idea for be safe instead of sorry)
- - Luckiest 38 Guards of All (Personal guards of the Courier, directly handpicked and trained by him, Boone, and Krueger. Courier Six remains a human...)
- - Buy/make CBRN equipment (gas masks, etc. This has been done, and without buying it ! Thank you, NCR, for free equipment !) This option will remain here in case we want to expand the amount of CBRN equipment we have.
- - Expand/Improve Standard Infantry Company (new type of soldier inside the company, scout with a carbine? something long range, assault trooper [shotgun and combat knife ?], fire support soldier armed with a machine gun. A combat medic is gonna need medical education, medical supplies, and medical gear. A combat engineer, technical education, and technical gear). Then new weapons, the soldier kit, sidearm, combat knife, grenade)
- - Recruitment and Training of a Guerrilla Company (light infantry specialized in guerrilla actions, ambushes, skirmishes. Bleed the enemy and avoid a direct battle. A mix of NCR recon and Legion raiding)
- - Recruitment and Training of a Heavy Infantry Company (these men are slower than standard infantry but better armored, increasing their survivability. Better able to withstand enemy fire, they could be a card to play in defense. Expensive).
- - Recruitment and training of an Artillery Company (these soldiers would man the 5 Artillery Guns we have access to. Anything else they might be equipped with should be decided. A general defensive formation could be an idea. Producing mortars another. Being a company naturally allows them to be deployed without being guarded by other military units.
- - Recruitment and Training of Artillery Crews (a much simpler and cheaper option than the Artillery Company. Vulnerable alone, will need to be guarded by other military units)
- - Mojave Automated Artillery Program (this would begin an investment to transform our 5 Artillery guns into a robotic unit of their own that can be more easily controlled by our AIs and Securitrons, if not work on their own with our orders. This will likely start research in tech for the desired final result.
- - Improvement of the Settlements Militia's military organization and leadership structure (self-explanatory)
- - Mojave Armed Forces War Games (training exercises done between the different branches of our military. Example: Jacobstown militia and NV police)
- - Allied War Games (training exercises done between our military forces and the ones of our allies. Example: Infantry Company trains with BoS Paladins and Squires fireteams)
- - Mojave Naval Force (a joke option. Until we are capable of building armed boats, then being able to patrol water and transport troops more rapidly across the lake and river makes it more interesting).
- - Project Bastion (Transform Hoover Dam and the land near it into a great fortress with plentiful defenses and security. Taking your greatest asset will become exceptionally hard, very expensive)
- - Black Ops Unit (a secretive, highly trained, and elite military unit for taking/destroying important enemy assets and personnel deep behind enemy lines. It will be a natural thing to have them work closely with the future Department of Intelligence. Very expensive)
- - Create a Strategic Room at McCarran (Provide Krueger, Patton, and you the tools for great strategy and direct a war)
- - Start National Guard plan (need more money)
- - Start SOCOM plan (need more money). Put Boone at the head of it, Bear Team One could become their core.
- - Buy (from afar) or Scavenge robotic wrecks (from your Mojave adventures), and see what you can make out of them. Then repair them and increase your robotic force numbers

- - Begin to use in the military super mutants (open options for supermutant soldiers)
- - Clean Hawthorne of military gear and equipment (remember that the place is toxic; the NCR still returned here. This might be violent)
- - Recruit mercenaries (how many, for how long; Survivalist has provided options if we want to recruit mercs !)
- ENTERTAINMENT
- - Lucky 38 casino opening (radio announcement, teach new staff and security, recruit optional specialists like a chef, etc.) ALTERNATIVE OPTION IN GOVERNMENT
- - Offer Mr.Fantastic, "Deadeye" Ricky, & Nobark Noonan a job has comedians in NV (they will have their show and building. They will be known as the "Hilarious Wasteland Show", or any better name. Basically, we are giving them a job and fame. And we get money and more tourism !)
- - Begin an advertising campaign in New Reno (other great cities are also available)
- - Transform Boulder City into a settlement for Legion entertainment (Boulder City still needs to be resettled; until then, it remains mostly a ruin)
- - Create a Legion wonderland (combat arenas, martial games, chariot runs)

- - Rebuild the Saloons of Nipton

- - Investment in the Thorn (transform it into the Great Thorn Arena. Need to talk with Westside and Thorn. wildlife vs hunters. Could be transformed further into a modern great coliseum with Caesar investment)
- - Golden Mojave Fighting Tournament (NV. fighters: humans, robots, supermutants, ghouls. Think less Roman arena and more "modern" fighting 1vs1, we are in the wasteland, so it would be likely still plenty violent)
- - Theatre NV (singing, acting, music, dancing, for rich people)

- - NV Art Gallery (for rich people, but what art? Angelo maybe ?)
- - Courier Six Museum (what to place ? Goodsprings or NV)

- - Cazadors Death Battles (Nipton or Nelson ? think rooster fights but with these insects instead. Will need some good cages and planning, but it can be profitable)
- - Shanghai Dragon Casino (new casino, Chinese themed, the Shi exist, and we have a good "friend" with Ms.Monica. Can be an idea)
- - Olympus Casino (new casino, Roman themed, the Legion exists, so we can get some ideas on how to make this casino. Placing it near the new Thorn would be a good idea)
- - Exotica Casino (new casino, Tribal themed, there are plenty of still living tribes around)
- - Luxor Casino (new casino, Egyptian themed, who knows about ancient Egypt in the wasteland ?)
- - /// Casino (new casino, no idea for theme, throw one). Possible themes: Mexican (Raul's knowledge ?), Fantasy (mostly GROGNAK comics), Sci-fi (REPCONN, Robots and Aliens stories ?), Feudal (mostly TALES OF CHIVALRIE comics)
- ECONOMY

- - Expand/Improve our Medical Industry (mostly around Goodsprings)
- - Start a Glass Industry (??? Nipton ? Bitersprings ? Nelson ?)
- - Start a Jewelry Industry (requires first gold mining, silver, or gems. It will sell well with all rich people, no matter the allegiance)
- - Start a Book Industry (a book industry would allow us to produce a trade good that is considered of great value across the wasteland. It allows for copying and spreading knowledge, ideas, and it would be of great help for government administration. Last but not least, it would be immensely useful for the education system of the future. A modern book industry requires a printing press and paper.
- - Start an Electronic Industry (this industry would allow us to produce a trade good, like the computer, that is considered of immense value across the wasteland. The resources for its production, though, are costly)
- - Bighorners wool clothing industry
- - Improve our current farms (more farm tools, animals, better irrigation systems could be a good start)

- - Meet with the Gun Runners again and talk further about affairs (make/contract X number of X guns for military or police with Gun Runners)
- - Meet with the Van Graffs and talk business (might be a bad idea ? or not ?)
- - Food Storage (future topic ? Thinking of using some of the nearby vaults underground to build a massive fridge in one single room)
- - Restart production at one or more of the known mines of the region (check map or ask Survivalist). Search for new sites for mining
- - Rebuild and restart production at one of these locations: H&H tools, the Sunset Sarsaparilla Factory, Vegas Steel, Cerulean Robotics, American Technologies, etc...
- - Begin scavenging in the region
- - Decide what to do with the Red Rock Lizards (exterminate to create a new settlement, leave them for hunting or domestication)

- - NV Recycling Plant (an actual large and organized place)
- - Build a new road network connecting all the settlements of the Mojave
- - Build a new rail network connecting all the settlements of the Mojave (will also need trains and train stations)
- - Start Bio-Fuel Production (what kind of fuel ? how ? in which structure ? research might be needed first...)
- - Improve one of our settlements, creating a new work activity there or expanding existing ones (examples: Sloan, Primm, Bonnie Springs could all use more work ! Any settlement that is ruins or abandoned right now, would also start from 0 work activities in most cases)
- - Ensure the two vehicles in Sloan are repaired and, more importantly, have fuel to start working and moving again
- - Begin to destroy the Southern Ruins of NV to collect construction materials to use
- - Build more traveler checkpoints/rest stops, consider basic transportation for couriers
- - Build the NV Central Bank (something for the near future, perhaps)
- SANITATION
- - Continue researching, exterminating, and putting a stop to the Zion Blight
- - Start looking in the old pipes system of New Vegas and the Mojave to see what needs repairing, what can be taken out and scrapped, and what needs to be replaced entirely (the Lake water levels are lowering, and these are old pipes. How many of them are leaking ? How many are broken ? Best we look into it, then start the long work ahead)
- - NV Central Hospital (to play it safe, we should also build small clinics in our smaller settlements when we can. But a hospital is badly needed for a city so large)
- - Freeside Housing (the entire place is just slums&ruins right now ! Use Farkas and Arcade idea for a new type of apartment building or work on something better)
- - Freeside Housing for orphans/elderly (the future and the past of the Mojave, some might think of them worthless, but they might be more important than what many believe. Orphanages, Child Centers, Pensions)
- - Build more bathhouses in NV (an important thing with our large population. In the near future, one for each smaller settlement, too !)
- - Investment in pharmaceutical production of the Followers (have them create more medicine for the Department of Health to use)
- - Repair/rebuild NV sewers (after so many years, we might want to make sure they are checked... and working !)
- - Build a Medical School near the future hospital of NV
- - With those 2 Auto-docs repaired, they offer a potential incredible boon. It's something to consider. The first, with rich tourists coming for plastic surgeries, would net a rich benefit that could be reinvested directly in the budget of the Health Department. The second is an option for espionage, which could be of great use for either a black ops unit or a future Department of Intelligence for their spies. The third is leaving these auto-docs to their current duties.
- - Invest or create a sports association in NV or another settlement of the Mojave. This could lead to a healthier population and new work activities
- - Consider the creation of a nomadic medical clinic to travel across the Mojave to assist your smaller settlements.
- - Create the NV Disinfestation Guild (keeping Vegas clean of all those rats and large insects would be a good thing for sanitation. Besides, it's a job !)
- - Build the NV Blood Bank (guarantee 1 cap, a free full meal, and water after blood donation for the citizen. A citizen can repeat blood donations after a week)
- DIPLOMACY
- - Improve relations with (Boomers, BoS Mojave Chapter, NCR, Legion, Shi, etc...)
- - Exchange embassies with (see above)
- - Send a gift to (see above)
- - Create a Treaty with (see above)
- - Influence Internal Politics (see above)
- - Create Internal Disorder (see above)
- - Change Relation Status with (see above. Establish Trade, Finding Peace, Declare War, Create a Defensive Agreement, Offer a Non-Aggression Pact, Create a Vassal State, Create an Alliance. Any of these actions changes the status with another state.
- - Help Caesar in his Purge Plan; he believes you are his heir! Are you? Perhaps you are his doom...
- - Approach a NCR politician/political party to see about creating a closer relationship with them...
- TECHNOLOGY
- - Continue researching Zion Blight
- - Look into better irrigation systems for Mojave Agriculture (the Lake water levels are lowering)
- - Look into sustainable methods for saving water while servicing your growing population and agriculture (the Lake water levels are lowering)
- - Create a new laboratory in NV
- - Check with Big MT and the crazy scientists there
- - Seal the entrance of Vault 22 and create a biological laboratory there
- - Host a research symposium with followers from other Chapters in New Vegas
- - Collaborate with other states and groups on scientific projects (Westside, BoS, etc....)

- - Recover Moreno's power armor and see if the Department of Technology can do something about it (it's in Hawthorne, very much broken)
- - Clean up House’s corrupted data (long term)
- - Understand how to repair the Securitrons (could open future research and improvements for Securitrons)
- - Find alternative engineers for the dam (Raul teaching, until our education system starts)
- - Find a way to produce Soylent Green in Big MT without that...happening. (If it's done somewhat automatically, it could be a source of food to easily pick up and distribute. Or for storage)
- - Mojave Automated Artillery (see military)
- - Attempt to create a med-gel bath
- - Project rainfall (joint project with the Brotherhood), the machine used to create dust storms, can be potentially modified and expanded to seed rain clouds throughout the Mojave Desert instead. Leading to improve the amount of water running through the Hoover Dam, and help the repopulation of plant life in the local area. And help our farms expand with the sudden increase in water availability. In exchange, we could help to see if the other bunkers in Lost Hills could be dug back out and repaired, and fortify the entrances to the hidden valley.
- - Research a better biofuel
- - Research a basic fertilizer
- - Research electrical engines
- - Research cyberdogs
- GOVERNMENT
- - Increase the budget of the departments (self-explanatory)
- - Increase the budget of the governorships (self-explanatory)
- - Transform the Lucky 38 in your Palace (what it says. Might means also expand the building if we want. Do we ?) ALTERNATIVE OPTION IN ENTERTAINMENT
- - Build an administrative settlement around your new government building, and call it Mojave City! (This will, in part, happen on his own)
- - Continue to create a national identity (this is a long process, but if we work and direct it ...)
- - Improve the Department of Intelligence (find someone to lead it, train more spies, make a secret cove, a network of informants. Need far more money)
- - Establishing the Department of Justice (find someone to lead it, a tribunal should be built alongside it. Need more money)
- - Start our education system (more money needed first/what kind of start we want)
- - Create a system of laws (laws are at the end of the pastebin. THIS IS IMPORTANT !!)
- - Appoint a vice-director (like Cass said, sometimes we go far away for quite a while. We might want to think about a trusted second, hmm ? THIS IS IMPORTANT !!)
- - Create for our smaller settlements some basic administrations (building a simple town hall for each of them will do just fine, something the local leaders will also appreciate)
- - Create a holiday (what kind ?)
- - Create a tradition (what kind ?)
- - Create a festival (what kind ?)
- - Create a national myth/narrative (what kind ?)
- - Build one statue of yourself in each of your settlements. Doing such an action sends a certain message of power and influence
- - Resettlement (Nelson) and New Settlements (Any place near the Lake, Legion Fort perhaps ? Unless we want to use that one to build one large fortification attached to Hoover Dam)
- - Restore your Authority in Bonnie Springs and take the settlement back from Heck Gunderson. The Mojave will have no Company Towns.
- - NCR monuments in the Mojave [the statues at the border, the rock in Boulder City for name a few] (options: deface them, keep them as they are, reforge them for our own efforts, sell them to the Legion, offer a hand to the NCR, and propose to do something else with them, like better statues or to symbolize a new deal between the Republic and Directorate. WARNING! ATTENTION! Any negative option present here could increase tension with NCR; think it through before doing it, the consequences can be severe...).
- ///
- Possible Laws (these are only for law enforcement; other laws need to be made for ruling the land !)
- Minor Crimes
- Petty Theft, Bar/Street brawls, Minor Vandalism, Minor Arson, Familial Violent Beatings
- Fine-based on the severity of the offense, the fines will be used to compensate aggrieved parties, and any surplus will be used to set up some sort of police pension. The appointed chief of police can handle the details. If the Fine is not possible in caps, cash or trade goods, it will be done through labour (need to have a prison). Repeat offenders of this crime will receive force.
- Major Crimes
- Murder, Rape, Major theft, Cannibalism, Banditism, Slavery, Major Vandalism, Major Arson
- Answered with force, until a city prison is established, then arrest might be done (if the police deemed it achievable during their encounter with a major crime). In case of heavy resistance, contact the military for assistance.
- Moral Crimes
- Drug Dealing, Prostitution
- They’ll need to pay a license fee monthly to operate their business (ten percent of their profits), provide acceptable treatments to their employees, and accept medical controls. For drugs, they will need to provide numbers of drug production and distribution. Any sexual disease or drug outbreak caused by them will see the fee on these two activities quadruple instantly, with a punishment of force also being given. These two activities are incentivized to donate when possible to the Health Department.
- Trade Crimes
- Any traders found selling trade goods that look or are spoiled, rotten, or heavily dangerous for the Mojave will pay a fine based on the quantity of their trade goods, and their trade goods will be taken and destroyed by the Police Force. Food traders are to contact the Agriculture Department to sell in bulk if they cannot find buyers, and fear their goods may be spoiled/rotten.
- Terrorism and Espionage Activities
- They will be met with force, with a preference for capture only if possible. Executions will be done after interrogations. The military is to be immediately contacted in this case.
- Kids
- If it's a minor thing, like a familial violent beating, the police force is authorized to use force (avoiding death) and enforce a hefty fee for the criminal/s. If it's a major, the police force is authorized to use maximum force to ensure the death or execution of the criminal/s. Selling drugs to kids or their attempted prostitution will be met with deadly force and immediate revocation of all possessions
