A design for the SD70Ace adapted for use in Russia's climatic conditions and able to run on liquefied natural gas (LNG) was presented at the Muncie, American plant of Caterpillar subsidiary Electro-Motive Diesel during a visit to the United States by a delegation from Russia's Association of Railway Equipment Manufacturers from July 7 to 13, the association said on Tuesday.

"Senator [Lindsey Graham]'s appeals for boycotting the Olympic Games throw us back to the remote past, the time of reciprocal boycotts in which the two countries were looking at each through the "nuclear" sight," the press service quoted [Alexei Pushkov].

"Today, I once again gave the list [of Kazakh children registered at the ranch] to the [Kazakh] Prosecutor General's Office. And thus, they are sending their request that they are already preparing to the U.S. Justice Department," [Pavel Astakhov] said at a news conference in Astana on Wednesday.

*** DOLLAR EDGES UP AT MOSCOW EXCHANGE OPEN THURSDAY

The dollar rose a bit in early Moscow Exchange (RTS: MOEX) trading on Thursday, while the euro lost a little ground and the ruble held steady against the bicurrency basket.

Unified Trading System dollar dealing began at 32.37-32.39 rubles/$1 - averaging 32.38 rubles/$1 in the first minute - which was four kopecks higher than Wednesday close but about seven kopecks under the official Thursday exchange rate.

The euro started off at 42.42 rubles/EUR1, down six kopecks from yesterday and twenty kopecks below the official exchange rate.

The bicurrency basket ($0.55 and EUR 0.45) was flat at 36.9 rubles.

*** RUSSIAN STOCK MARKET EDGES UP EARLY

The Russian stock market began Thursday trading with blue chip stocks edging up despite a stalling rally in Asia.

By 10:01 a.m. Moscow time, the MICEX index was up 0.3% at 1435.32 points and the RTS index 0.2% at 1396.09 points.

Energy stocks continued to rise. Russian Grids was up 1.3% and Federal Grid Company UES (RTS: FEES) 2.1%.

*** SILUANOV WARNS AGAINST INVESTING NATIONAL WELFARE FUND IN ADDITIONAL PROJECTS

Russian Finance Minister Anton Siluanov is skeptical of the need to invest money from the National Welfare Fund (MWF) in any more investment projects beyond those that have already been approved: construction of the Moscow-Kazan high-speed rail line, modernization of the Transsib transportation corridor and reconstruction of the Central Ring Road around Moscow.

"I am very skeptical toward the problem of further investing NWF money in investment projects," Siluanov told journalists on Wednesday.

*** GAZPROM CALLS TENDER FOR SOUTH STREAM CONNECTOR PIPELINE, METERING STATION

Russian gas giant Gazprom has called a tender for the construction of a connector pipeline and the Korenovskaya gas metering station for the expansion of the unified gas supply system to deliver gas into the future South Stream gas pipeline.

The connector pipeline will run 57 km from the Kubanskaya compressor station to the Korenovskaya compressor station, and will make it possible to ship half of the declared capacity - 31.5 billion cubic meters per year - along South Stream, according to the tender documentation.

*** GAZPROM PLACING EUR900 MLN IN 5-YR NOTES AT 3.7% PA - SOURCE

Gazprom is placing 900 million euro in five-year notes at 3.70% pa, a financial market source told Interfax. The notes mature on July 25, 2018.

Final yield guidance was 3.75% pa and initial guidance was 4%-4.125% pa.

Reports have said the Russian gas giant plans to offer the equivalent of $1.2 billion in Eurobonds. It considered denominating the notes in pounds sterling as well as euros.

*** GAZPROM TO ACQUIRE 100% IN KYRGYZSTAN'S MONOPOLY NATURAL GAS SUPPLIER

Russia and Kyrgyzstan will write up an interstate agreement in the coming weeks on the privatization sale to Russian gas giant Gazprom of Kyrgyzstan's sole gas transportation company, KyrgyzgazProm LLC, which has received all the assets of OJSC Kyrgyzgaz.

The state will sell Gazprom 100% of KyrgyzgazProm, which was formed at the end of June, not the 75% state stake in Kyrgyzgaz. However, Gazprom will acquire all the property and liabilities of the latter, Kyrgyzgaz chief Turgunbek Kulmurzayev said at a press conference on Wednesday.

*** ALEKPEROV BUYS ANOTHER $204 MLN WORTH OF LUKOIL ADR

Lukoil President Vagit Alekperov's Lihou Group Ltd. bought $204 million worth of the oil major's ADR in the period July 10-15, a company statement says.

From July 4 to 9, Lihou Group bought $84.2 million worth of Lukoil ADR and from June 28 to July 3 $149 million worth.

*** TRANSNEFT TO CHARGE DOMESTIC RATES FOR KAZAKH OIL TRANSIT - TARIFF SERVICE

Russian oil pipeline operator Transneft will ship crude oil from Kazakhstan at domestic Russian rates, according to a draft order from the Federal Tariff Service (FTS), published on Wednesday on the unified portal for federal executive bodies.

The agreement covering the common market for crude oil and product in Belarus, Kazakhstan and Russia (Art. 5) provides for oil from the member companies being transported at the domestic rate of the country through whose territory it is being shipped, according to the explanatory note accompanying the document.

*** AFK SISTEMA TO PAY 6.2 BLN RUBLES FOR UNITED PETROCHEMICAL CO.

The board of directors at Bashneft has decided to sell AFK Sistema 98% of the charter capital in OJSC United Petrochemical Company for a potential 6.2 billion rubles, a Bashneft statement says.

Bashneft shareholders will consider the deal at an August 26 EGM.

*** RUSHYDRO CHIEF AGAIN CHAIRS ES OF RUSSIA BOARD

Yevgeny Dod, the chief executive of RusHydro, has been re-elected as chairman of the board of directors at Energy System of East (ES of East).

Yanina Stanyulenaite, deputy corporate relations manager, was elected as deputy chair, ES of East said in a statement.

*** BELON TO SELL NOVOBACHATSKY COAL MINE

The board of directors of OJSC Belon, a coal mining division of the Magnitogorsk Iron & Steel Works (MMK), decided Tuesday to sell 100% of shares in one of the company's mines, LLC Razrez Novobachatsky, Belon materials state.

The reason for the sale was not given.

A source at Belon told Interfax that the mine will be sold to a Russian company, but he did not name it. He also said that Belon will set up the new firm LLC Razrez Novobachatsky-2, which will get the license to the Novobachatsky-2 deposit that was previously mined by Novobachatsky.

*** NORILSK NICKEL TO GET 7% OF MINOTAUR EXPLORATION FOLLOWING BREAKAWAY TAKEOVER

Russia's MMC Norilsk Nickel will get a 7.1% stake in Australia's Minotaur Exploration Limited following its proposed takeover of Breakaway Resources Limited.

Minotaur said in a press release that Breakaway's shareholders would own 28.7% of the enlarged company.

Breakaway's biggest shareholder is Norilsk Nickel Australia Pty Ltd, with 24.8% and which has already approved the takeover.

*** CATERPILLAR, UVZ PLAN JV TO ASSEMBLE LOCOMOTIVES IN RUSSIA

Caterpillar and OJSC Uralvagonzavod (UVZ), a major Russian producer of tanks and railcars, plan to form a joint venture to assemble the SD70Ace locomotive in Russia.

*** BLAVATNIK INVESTS OVER $400 MLN IN GERMAN VENTURE FUND ROCKET INTERNET

Leonard Blavatnik's Access Industries has invested more than $400 million in German venture fund Rocket Internet, the Financial Times said.

Other investors in the fund include JPMorgan Chase, the FT said.

Rocket Internet, founded by Alexander, Marc and Oliver Samwer, has financed and built one of Latin America's largest online fashion retailers, as well as dozens of businesses in Russia, Asia and the Middle East, since emerging in 2007, the paper said.

*** RZD PRESIDENTIAL ADVISOR RYMZHANOVA TAKES TRANSCONTAINER BOARD CHAIR

Advisor to the president of OJSC Russian Railways (RZD) Zhanar Rymzhanova has assumed the chairmanship of the OJSC TransContainer board of directors as of today, company materials says.

The deputy chief of the RZD corporate finances department, Pavel Ilichev, was the previous board chairman.

*** SAKHALIN REGION TO INVEST 40 BLN RUBLES IN FISH INDUSTRY

The Sakhalin Region plans to invest more than 40 billion rubles by 2020 in the development of the island fish industry under a regional government program, Governor Alexander Khoroshavin said Tuesday at a meeting on regional social and economic development that President Vladimir Putin held in Yuzhno-Sakhalinsk.

Most of the investment will be financed by private capital with government support, he said.

*** VEB, CABEI SIGN MEMORANDUM ON PROJECT IMPLEMENTATION

Vnesheconombank (VEB) and Central American Bank for Economic Integration (CABEI) have signed a Memorandum of Understanding to explore the possibility of cooperation in implementing investment projects, VEB said in a press release.

The parties will give top priority to projects aimed at developing social economic infrastructure including transport and power engineering, projects in environmental protection (including mitigating climate change consequences). The parties also agreed to consider the possibility of their participation in funding programs aimed at supporting small and medium-sized enterprises in Russia and founder countries of the Central American Bank for Economic Integration as well as to share experience and information on the financial institutions' activities.

The efforts of the international community are not enough so far to ensure necessary security of journalists, Russian Permanent Representative to the United Nations Vitaly Churkin said on Wednesday.

Their rights are sometimes roughly ignored and their life and health are exposed to unjustified threats," Churkin said at a UN Security Council meeting dedicated to the security of mass media workers.

Russian children's rights commissioner Pavel Astakhov and the Kazakh Prosecutor General's Office have agreed to continue cooperation on the issue of adopted children living in the U.S. orphanage Ranch for Kids.

"Today, I once again gave the list [of Kazakh children registered at the ranch] to the [Kazakh] Prosecutor General's Office. And thus, they are sending their request that they are already preparing to the U.S. Justice Department," Astakhov said at a news conference in Astana on Wednesday.

"We will not stop and we will pursue legal action, firstly on this ranch. If we manage to get there with inspectors - either me or our consuls - then we will definitely clarify the issue of how many children from Kazakhstan were there during this time, over 15 years, after all," Astakhov said.

*** BRITISH SAME-SEX COUPLES CAN NOT ADOPT RUSSIAN CHILDREN - MIZULINA

Russian children will not be adopted by British same-sex families because the law, recently passed in Russia, bans this, State Duma committee head on family, women, and children, Yelena Mizulina, said.

"As to our children, we have already protected them, having passed the law recently, which has already come into effect," Mizulina told Interfax on Wednesday when commenting on the fact that same-sex marriages have been legalized in the UK.

"So it is impossible for British same-sex families or single citizens to adopt our children," she said.

Former CIA employer Edward Snowden may apply for Russian citizenship, says lawyer Anatoly Kucherena.

Four Russian Tupolev Tu-95MS strategic bombers from Ukrainka air base of the Russian Air Force flew patrol missions over the Sea of Japan, the Defense Ministry press service and information department reports.

"The crews of four Tu-95MS strategic bombers exercised teamwork with Pacific Fleet forces in finding targets simulating enemy surface objects. The flight lasted for 3 hours 40 minutes over the Sea of Japan within the borders of the Russian Federation," a report received by Interfax-AVN on Wednesday says.

*** RUSSIAN COUNCIL OF MUFTIS LOSES LICENSE FOR ISLAMIC TV CHANNEL

The Council of Muftis of Russia complains that it has been stripped of its license for an Islamic TV channel.

"The Council of Muftis did its utmost to have its own TV channel. We bought bandwidth on the Yamal satellite, launched broadcasts in test modes and rented a studio. We had everything ready for the Islamic channel getting on the air and starting operations. However, at the last moment our broadcasting license was taken away without any explanations," head of the board of trustees of the Council of Muftis Farit Farisov said in an interview with Islam Minbare newspaper.

*** BELARUS, CHINA SIGN OVER 30 AGREEMENTS AND CONTRACTS WORTH $1.5 BLN

Belarus signed more than 30 agreements and contracts with China worth $1.5 billion during President Alexander Lukashenko's official visit to Beijing, Belarusian Foreign Minister Vladimir Makey told reporters on Wednesday.

"More than 30 documents worth almost $1.5 billion were signed. The figure is very substantial. And these are not some mythical memoranda, but concrete projects and investments. [They call for] deepening bilateral cooperation in all areas. This concerns political and economic cooperation, cooperation in the military and technical sphere, in the area of high technologies," Makey said.

*** TWO DIE IN TRAINER AIRCRAFT CRASH IN KAZAKHSTAN'S AKTOBE - WITNESSES

The passengers of an evening flight from Almaty witnessed the crash of an L-39 trainer aircraft at Aktobe airport in west Kazakhstan.

The trainer from the Begeldinov Military Institute of Air Defense crashed into a hangar after completing a training flight, eye-witnesses told Interfax Wednesday night.

They said the instructor and trainee died.
