create a playbook that will use a multivalued variable file as the contents to be processed, and in that file you should define users and some user properties. Like username, but also a valid user password. Notice that in order to have a valid password, you have to generate a hashed password string. Plain text does not work. To make this as secure as possible, use ansible vault if that is necessary to not expose your passwords directly in the playbook.
