  1. The goal of this paper is to present the accountability for the harm inflicted by public authorities to citizens, legal entities and other parties through unlawful and improper activities. The State mainly operates through public bodies, hence its responsibility is greatly examined along with each precondition needed for the mischief liability. Particular attention is given to States accountability for the damages caused by illegal and irregular doings of the public authorities. The paper deals with jurisdiction and the problem of duality between the regular and administrative courts in case of the State's indemnification liability for the work of public administration and the treatment of the injured party before filing a lawsuit. The responsibility of a government official for the damages inflicted to the state administration body is studied as well as the restitution for the harm thus caused. Finally, the paper shows situations where a government official can fully or partly release his liability for damages.
