I read this report and I would like to ask a question and make
          a suggestion.   I'm wondering why this report doesn't address or
          explain why some projects have had account creation requests in
          queue for over a  month.  Accounts used to be processed roughly
          weekly.   Is there a reason for the change and what would be
          required to get that back down to a reasonable timeframe?
          Some projects are really trying to grow their committer
          community, but are not getting the required "support"
          from Infrastructure to do so.  As a suggestion, it would also be
          good to report the number of new accounts created each
          month (since PMC's have to report # of new committers/pmcs
          and secretary reports the # of CLA's).
