As a World Leader I will count on the help of all Citizens, Concerned Citizens, and specially on Ministers to help me to effectively and efficiently direct and invest our shared efforts and resources.
The Ministers will be the Executive arm of the Government, their titles and duty being slighly representative in nature - ideally, their directive is to overwatch their areas of concern, while cooperating with other Ministers and Leader in finding solutions for other areas.
Ministers will receive funding from the Government budget (90% of the Treasury) to be used in the creation of Contracts, Acquisition of Resources and Personnel Expenses in order to complete a project or achieve a goal. They shall receive a small compensation for their work towards the construction of a better society.
Note that a Minister should be taken as an expert, choosen through Expertise, Merit and Reputation. His word in the absence of the World Leader is final. World Leader has the veto, but Ministers should consider themselves autonomous.
If misuse of funds, bad faith or rogue actions are detected, progressive lowering of budget and compensation cut will take place. Serious offense will result in prompt removal and substitution of the Minister, and reputation losses towards the offending member are to be expected.

Non-allocated budget will be directed towards Concerned Citizens - respectful members of society with the desire of accomplishing a Deed but without the practical means of doing so. Concerned Citizens will be sponsored by the Government and should expect dedicated Contract work, direct or indirect access to Government facilities and resources. Concerned Citizens do not receive direct compensation for their actions other than funding for their Projects, but are considered to be in-training, volunteer Government members willing to take a step further, and are the best choices toward Ministries.

Remaining budget will be left in the Treasury. 10% of the Treasury should be saved and used for Welfare, welcoming New Citizens and emergency projects.

Foundationally, all citizens have a voice, and the exercise of the Voting is the fulfillment of your duty towards your Planet and your fellow men and women.
