I have /usr/bin/mlt-melt installed (Fedora 29), and enter that. I also have frei0r-plugins installed.
kdeenlive starts. I exit, and ~/.config/kdenliverc is written, with /usr/bin/mlt-melt as renderer.
When I start again, I get the same dialog box.
