I, the mighty Basheeg, Chosen by the Heaven, Prophet Of Donzeeg, Inheritor of the Gray Empire, Keeper of the Mandate and Protector of the Realm, in Order to form a more perfect Union, enforce Justice, insure domestic Tranquility, provide for the common defence, promote the general Welfare, and secure the Blessings of Liberty to myself and my people, do ordain and establish this Constitution for the United Cities of Bakhanland.

  7. Section. 1.

  9. All former autonomous city states shall for now on be referred to as “States” or “Free Cities”.

  11. Section. 2.
  12. All States are forever apart of the perpetual union of the United Cities. All States, while able to dictate their own laws within their administrative regions, must yield to all Taxes and Edicts imposed by the central government.

  15. All States are under the jurisdiction of the Heavenly Guard and the EUG. They may not attempt to hinder either organization’s operations in the region. They may raise their own army for defensive purposes though.

  19. Full Faith and Credit shall be given in each State to the public Acts, Records, and judicial Proceedings of every other State. And the Congress may by general Laws prescribe the Manner in which such Acts, Records and Proceedings shall be proved, and the Effect thereof.

  24. The Citizens of each State shall be entitled to all Privileges and Immunities of Citizens in the several States.

  26. A Person charged in any State with Treason, Felony, or other Crime, who shall flee from Justice, and be found in another State, shall on Demand of the executive Authority of the State from which he fled, be delivered up, to be removed to the State having Jurisdiction of the Crime.

New States may be admitted by the central government into this Union; but no new State shall be formed or erected within the Jurisdiction of any other State; nor any State be formed by the Junction of two or more States, or Parts of States, without the Consent of the Leaders of the States concerned as well as of the Sheegani.

The central government shall have Power to dispose of and make all needful Rules and Regulations respecting the Territory or other Property belonging to the United Cities; and nothing in this Constitution shall be so construed as to Prejudice any Claims of the United Cities, or of any particular State.

  40. The United Cities shall guarantee to every State in this Union the right to determine their own form of government, and shall protect each of them against Invasion; and on Application of the central government against domestic Violence.

  46. The States within the Union can only worship pre approved religions as dictated by the Basheeg and must never suppress, persecute or otherwise inhibit members of these religions in their worship.

  53. While the Basheeg maintains his role as the sole ruler of the realm, the responsibility of the day to day activities will be passed on to the Sheegani

  57. The Sheegani must be above the age of 18 or older, born within and currently live in Bakanland or one of her territories, and be able to read and write. Once the current Sheegani dies, all city states are granted one vote to with as they will. The winner of the vote will become the next Sheegani as long as they meet the Criteria.

  63. Should the Sheegani be found lacking or unfit for service, the Basheeg may sack them at their leisure.

  69. The Basheeg’s court will maintain their traditional privileges and rights. The Basheeg can add and remove people from his court at his leisure.

  75. The Sheegani will not host his own court but will instead host a council of important leaders within the nation to act as advisors and help enforce the Sheegani’s will. All council members must first be nominated by the Sheegani and then confirmed by the Basheeg.

  81. The Sheegani, Basheeg and Council members shall receive a Compensation for their Services, to be ascertained by Law, and paid out of the Treasury of the United Cities. They shall in all Cases, except Treason, Felony and Breach of the Peace, be privileged from Arrest during their Attendance at the Session of their respective Houses, and in going to and returning from the same; and for any Speech or Debate in court or council room, they shall not be questioned in any other Place.

  87. The Sheegani shall have Power To lay and collect Taxes, Duties, Imposts and Excises, to pay the Debts and provide for the common Defence and general Welfare of the United Cities;

  89. To borrow Money on the credit of the United Cities ;

  91. To regulate Commerce with foreign Nations, and among the several States, and with the Savage Tribes;
  92.  
  93. To establish an uniform Rule of Naturalization, and uniform Laws on the subject of Bankruptcies throughout the United Cities;
  94.  
  95. To coin Money, regulate the Value thereof, and of foreign Coin, and fix the Standard of Weights and Measures;
  96.  
  97. To provide for the Punishment of counterfeiting the Securities and current Coin of the United Cities;
  98.  
  99. To establish Post Offices and post Roads;
  100.  
  101. To promote the Progress of Science and useful Arts, by securing for limited Times to Authors and Inventors the exclusive Right to their respective Writings and Discoveries;
  102.  
  103. To define and punish Piracies and Felonies committed on the high Seas, and Offences against the Law of Nations;
  104.  
  105. To declare War, grant Letters of Marque and Reprisal, and make Rules concerning Captures on Land and Water;
  106.  
  107. To raise and support Armies, but no Appropriation of Money to that Use shall be for a longer Term than two Years;
  108.  
  109. To provide and maintain a Navy;
  110.  
  111. To make Rules for the Government and Regulation of the land and naval Forces;
  112.  
  113. To provide for calling forth the Militia to execute the Laws of the Union, suppress Insurrections and repel Invasions;
  114.  
  115. To provide for organizing, arming, and disciplining, the Militia, and for governing such Part of them as may be employed in the Service of the United Cities, reserving to the States respectively, the Appointment of the Officers, and the Authority of training the Militia according to the discipline prescribed by Congress;

To exercise exclusive Legislation in all Cases whatsoever, over such District (not exceeding ten Miles square) as may, by Cession of particular States, and the Acceptance of the Sheegani, become the Seat of the Government of the United Cities, and to exercise like Authority over all Places purchased by the Consent of the Legislature of the State in which the Same shall be, for the Erection of Forts, Magazines, Arsenals, dock-Yards, and other needful Buildings;—And

  119. To make all Laws which shall be necessary and proper for carrying into Execution the foregoing Powers, and all other Powers vested by this Constitution in the Government of the United Cities, or in any Department or Officer thereof.

No State shall enter into any Treaty, Alliance, or Confederation; grant Letters of Marque and Reprisal; coin Money; emit Bills of Credit; make any Thing but gold and silver Coin a Tender in Payment of Debts; pass any Bill of Attainder, ex post facto Law, or Law impairing the Obligation of Contracts.

No State shall, without the Consent of Congress, lay any Duty of Tonnage, keep Troops, or Ships of War in time of Peace, enter into any Agreement or Compact with another State, or with a foreign Power, or engage in War, unless actually invaded, or in such imminent Danger as will not admit of delay.

The Sheegani, if the Basheeg and 2/3s of the States shall deem it necessary, shall propose Amendments to this Constitution shall be valid to all Intents and Purposes, as Part of this Constitution; Provided that no State, without its Consent, shall be deprived of its equal Suffrage in the Senate.

  137. Section 1. Neither slavery nor involuntary servitude, except for non citizens captured from privateering or war, shall exist within the United States, or any place subject to their jurisdiction.
