Could you please confirm to me, if the wheel is properly configured through the steam controller settings? Here is how to do it:
1.	Go to Steam, click Steam (top-left corner) and choose Settings
2.	Choose Controller and click on General Controller Settings - make sure that the controller is recognized and make sure that GamePad Configuration assistant is turned on.
3.	Close the window, and choose Big-Picture-Configuration - there you can view the configuration buttons of the wheel. Make sure that all buttons are set-up correctly
