Voice Policy, in order of priority:

1) actually contributing to the PS! room by being a good and frequent chatter who helps new users; a "model" PS! room citizen

2) a primary consideration is content creators and others who aim to contribute to the VGC community in other ways

3) explicitly, contributions to smogon VGC [because PS! is a smogon platform] but includes strong contributions to trainer tower

4) soft factors, such as commitment to the VGC ladder [think ketchupplant] or advocating towards inclusivity in the community / "being a good person" [think killerqueenvgc]

At no point are we aligning voice with being a named player who has tournament results. That is where voice bloat comes from and is what we are attempting to deal with
