(213/440/2337 [first ascend] - 123-132B [Fortune Cookies]) - slot these upgrades in as you unlock the slots
Permaslot 1 - cookie crumbs
Permaslot 2 - highest shipment upgrade (if you don't have any, or want a better thing, slot the highest farm upgrade to boost your garden)
Permaslot 3 - wheat slims (depending on how good of a gardener you were on your first ascension, you slot this or a golden cookie frequency upgrade)
Permaslot 4 - omelette or "egg" or golden goose egg (golden goose egg is recommended)
Permaslot 5 - highest loan upgrade
Permaslot 6 - highest stock market headquarters upgrade
[Permaslot 7 - permaslot 6 (little known fact, you can slot heavenly upgrades in permaslots, and permaslot 6 needs to be rebought after every ascension so this is recommended)] (cheap, but optional due to it's functionality in the first ascension)

(123-132B and beyond, order is not relevant)

Permaslot 2 - highest shipment/farm upgrade, or shipment/farm fortune upgrade Fortune#009/#003
Permaslot 3 - chocolate egg
Permaslot 4 - "egg"
Permaslot 5 - one of the following: omelette, golden goose egg, lucky day, or serendipity
Permaslot 6 - one of the 3 options you didn't put in the previous slot
Permaslot 7 - serendipity
Permaslot 8 - lucky day
Permaslot 9 - a crumbly egg
Permaslot 10 - fern tea
Permaslot 11 - ichor syrup
Permaslot 12 - snowman biscuits
Permaslot 13 - radioactive butter biscuit (ultra-concentrated high-energy chocolate butter biscuit, if you don't slot this, then all your heavenly upgrades will be reset)
Permaslot 14 - one mind
Permaslot 15 - permaslot 20
Permaslot 16 - lowest kitten upgrade
Permaslot 17 - heavenly chip secret
Permaslot 18 - heavenly key
Permaslot 19 - last chance to see (if you slot this, then you always start with 1 shiny wrinkler on ascend)
Permaslot 20 - permaslot 15

Past 2.237T HC, your progression will heavily depend on what you put in your permaslots. If you slot everything as described above, you are set to start grinding for endgame. The boost that these permaslots give is tremendous: without permaslots, you lose about 95% of your cps due to the way that permaslot scaling works.

Permaslots 1-3 - Golden cookie upgrades
Permaslots 4-5 -  Other golden cookie frequency upgrades (green yeast digestives, golden goose egg)
Permaslot 6 - "egg"
Permaslot 7 - heavenly chip secret
Permaslot 8 - fern tea
Permaslot 9 - ichor syrup
Permaslot 10 - cookie crumbs
Permaslot 11 - one mind
Permaslot 12 - century egg (if the game is less than 54 years old, it is more optimal to put a crumbly egg in this slot)
Permaslot 13 - radioactive butter biscuit (ultra-concentrated high-energy chocolate butter biscuit, if you don't slot this, then all your heavenly upgrades will be reset)
Permaslot 14 - reinforced membrane (if you permaslot this then the shimmering veil will never go away)
Permaslot 15 - kitten helpers
Permaslot 16 - kitten executives
Permaslot 17 - infraverses and superverses (idleverse synergy upgrade)
Permaslot 18 - break the fifth wall
Permaslot 19 - PHP containment vats
Permaslot 20 - permaslot 20

After doing Endless Cycle, you have all the new HU to buy. This will cost about 40Qa HC, so continue with the previous permaslots. After buying all of the unshackled upgrades, you'll realize that the permaslots no longer give you the desired boost. Whenever your boosts start to decline, start changing your upgrades to the following:

Permaslot 1 - permaslot 20
Permaslots 2-4 - Golden cookie upgrades
Permaslot 5 - lowest building biscuit
Permaslot 6 - Gem polish
Permaslot 7 - Highest CBTA achievement
Permaslot 8 - Earth-616
Permaslot 9 - cookie crumbs
Permaslot 10 - Unshackled shipments
Permaslot 11 - If under 10 vi CBAT, Fossil fuels, if above, Shipyards
Permaslot 12 - everybutter biscuit (if you don't have this yet, slot it anyways)
Permaslot 13 - radioactive butter biscuit (ultra-concentrated high-energy chocolate butter biscuit, if you don't slot this, then all your heavenly upgrades will be reset)
Permaslot 14 - Web cookies (Gives +40% boost on browser version)
Permaslot 15 - Prancer (the reindeer)
Permaslot 16 - Principled neural shackles
Permaslot 17 - Lucky day (if you already have this permaslotted, permaslot it again. trust me)
Permaslot 18 - break the fifth wall
Permaslot 19 - Silver lining maximization
Permaslot 20 - permaslot 14

NOTE:

Unlocking all 20 permaslots is a difficult and grueling task. You have to make your prestige level divisible by the nth prime number, where n is the number of permaslot that you want to unlock, in sequential order. Permaslot 1-5 are always visible. This is why permaslotting other permaslots is a good idea.
