  1. "The Oakstone Charter" (Page 1)
  2. ---------------------------------------------------------------------
  3. ~~THE CHARTER OF OAKSTONE~~
  4. Year: 507 AF
  5. ---------------------------------------------------------------------
  6.
  7.
  8. The organisation of Oakstone is dedicated to the preservation,
  9. maintenance and defence of all of nature. As such, the Gods have seen
  10. fit to place the very wrath of Nature Herself under the control of the
  11. Hierophants.
  12.
  13. This power is so awesome and deadly that each Hierophant, upon accepting
  14. the position, swears to put aside personal feelings and to use this
  15. power in defense of Nature in accordance with written Oakstone law and
  16. for no other purpose. Members of Oakstone understand that they cannot
  17. use the power of Oakstone to defend themselves and are therefore
  18. expected to defend one another as well as the entirety of Nature that
  19. lies within their care.
  20.
  21. JURISDICTION
  22.
  23. Every natural area shall be under Oakstone's protection. The gardens
  24. within city walls are no exception; Oakstone protects these from
  25. extermination, fires.
  26.
  27. Those areas within the confines of the temple of a God will have all
  28. laws applied to them unless said God requests otherwise.
  29.
  30. Let it be known that Oakstone claims no ownership over any of the lands
  31. it protects. These lands belong to Nature alone and may be owned by no
  32. one, nor can they be bought, sold or given away.
  33.
  34. LEADERSHIP
  35.
  36. The ruling council of Oakstone consists of five Hierophants, appointed
  37. by the Patrons of Oakstone and others that He or She sees fit to aide.
  38.
  39. None are above the laws of Oakstone. If a Hierophant should commit an
  40. offence punishable by enemy status, he or she will be removed from
  41. Oakstone until his or her punishment has been served.
  42.
  43. If a member of Oakstone is not satisfied with the performance of a
  44. particular Hierophant, he or she may bring his or her concerns to one of
  45. the Patrons of Oakstone and those concerns will be investigated.
  46.
  47. At any time, a Patron of Oakstone has the right to ask a Hierophant of
  48. Oakstone to step down from the Council of Eleusis if He or She does not
  49. feel the Hierophant is adequately performing in both roles.
  50.
  51. OFFICIAL ACTIONS
  52.
  53. Hierophants are expected to make all decisions based upon the existing
  54. written laws of Oakstone and to report official actions to Oakstone
  55. regularly.
  56.
  57. When possible the Hierophants are responsible to make the membership
  58. aware of any and all issues which are not currently covered by Oakstone
  59. law or for which no precedent is set before any decisions are made.
  60.
  61. Since Oakstone is based upon the principle of a council rather than a
  62. single leader, all decisions should be made and agreed upon as a
  63. council. At the same time, Hierophants may act independently of the
  64. Council when necessary to respond to a clear and immediate danger to
  65. Nature within the existing laws of Oakstone.
  66.
  67. Under no circumstances is any enemy of Oakstone to be relieved of their
  68. enemy status before payment of his or her fine and the passing of the
  69. allotted time without the unanimous consent of the council and approval
  70. of Oakstone's Patron.
  71.
  72. Any public announcement made by a Hierophant of Oakstone, be it verbal
  73. or written, regarding an Oakstone matter should be considered as being
  74. the voice of the entire Council.
  75.
  76. THE FIANNA
  77.
  78. The Fianna is a military organisation which works alongside and in
  79. conjunction with the defences of Oakstone. It shall be lead by the High
  80. Fion and any generals he or she sees fit to appoint. The High Fion
  81. answers directly to the council of Hierophants and its Divine Patron,
  82. but may act independently in case of any emergencies so long as he or
  83. she does so within the laws governing the Council of Oakstone. Only the
  84. Hierophants of Oakstone may declare a state of war. However should a
  85. state of war be declared, the High Fion is authorised to use any
  86. reasonable means necessary within Oakstone law to accomplish Oakstone
  87. goals.
  88.
  89. Membership to the Fianna is open to all who serve Nature, at the
  90. discretion of the High Fion. The High Fion is to always be a member of
  91. Oakstone, and can be appointed or dismissed on unanimous decision of the
  92. Hierophants or their Patrons. An advisory board consisting of the
  93. Hierophants of Oakstone, the House Leaders of the Druids, Sentinels and
  94. Sylvans and the Patrons of Oakstone, are to always remain within the
  95. Fianna in order to counsel the High Fion as to where to swing the sword
  96. of Nature.
  97.
  98. The Fianna differs from the other defences of Oakstone in that it may be
  99. used to defend not just Nature, but the members of Oakstone as well.
  100. Given this, members may engage in battle with enemies that may not
  101. directly harm Nature, but instead actively harm forestals.
  102.
  103.
  104. MEMBERSHIP
  105.
  106. Oakstone's purpose is to ensure that all of Nature thrives. Members are
  107. expected to be committed to accepting responsibility without any
  108. expectation of reward. Glory and power hold no place here. All that
  109. comes with Oakstone membership is duty and the expectation that it will
  110. be executed with dedication.
  111.
  112. Membership in Oakstone is offered to those who have dedicated their
  113. lives to Nature. Applicants must not be on probation within their House
  114. or they must be a rogue. They must be at least twenty-five years of age
  115. and must have attained either the skill of dousing in survival, icewyrm
  116. in metamorphosis or freeze in elementalism.
  117.
  118. Only those who have not proven themselves in the past to have caused
  119. harm to Nature or the organisation of Oakstone will be considered for
  120. membership. Members will not be allowed to be affiliated with Mhaldor or
  121. the Lords Shaitan and Apollyon. This includes Houses and Clans that
  122. further the causes of Shaitan and Apollyon, as well as Their Divine
  123. Orders. Furthermore, applicants must not follow any God who has
  124. intentionally caused harm to Nature in the past.
  125.
  126. Members of Oakstone are not permitted to hold citizenship of any
  127. recognised state other than the forestal city of Eleusis.
  128.
  129. Applicants into Oakstone must obtain three sponsors from within
  130. Oakstone. The sponsors must be willing to guide the Applicant by
  131. training the Applicant and explaining the laws and policies of Oakstone
  132. and submit a written recommendation to the Hierophant responsible for
  133. membership. If the applicant gains the requisite number of sponsors, he
  134. or she can then be interviewed by either two or more Hierophants, or a
  135. Hierophant and a member of the Quaiyl.
  136.
  137. The Quaiyl, which means Tribunal, are a group of individuals that make
  138. up Oakstone's Membership Committee. They are charged with the duty of
  139. assisting the Heirophants with interviewing hopeful new Oakstone
  140. members. A Quaiyl should have spent an appropriate amount of time in
  141. Oakstone to understand the basic ideals used in an interview. They can
  142. be chosen by the Hierophant in charge of Membership or a majority of
  143. Hierophants. The members of the Quaiyl must be active in the realms and
  144. may be removed at any time by a majority of Heirophants.
  145.
  146. One Heirophant must be present for an interview to occur and may be
  147. assisted by a second Heirophant or a member of the Quaiyl. If both
  148. interviewers agree upon membership, the applicant will be invited to
  149. join Oakstone. If the Heirophants and Quaiyl present at the interview
  150. cannot come to agreement, then the applicant's entrance will go to a 3/5
  151. majority vote within 1 year to the Heirophants with a record of the
  152. interview. If they are denied entrance, they may reapply after 5 years.
  153. If this second request for entrance into Oakstone is denied, they will
  154. not be granted another submission to join. It is the responsibility of
  155. the applicant to contact the Heirophants with a request to reapply to
  156. Oakstone.
  157.
  158. Applicants offered membership within Oakstone are encouraged to
  159. introduce himself or herself by means of posting on the Oakstone board.
  160. Further, it is highly suggested and encouraged that all members join a
  161. team to patrol for fire, totems and other harm to Nature.
  162.
  163. Any member of Oakstone who earns enemy status by violation of Oakstone
  164. laws will be cast out of Oakstone until such time as his or her
  165. punishment has been served. At that time, he or she may only be
  166. readmitted by unanimous consent of the Council of Hierophants.
  167.
  168. LAWS

  193. consent of the Hierophant council in conjunction with the High Fion of
  194. Oakstone. These locations are to be made known to all the members of
  195. Oakstone. Illegal wormholes discovered in the forest shall be destroyed.
  196.
  197.
  198. SHRINES
  199.
  200. Shrines within the forest must be approved by the High Fion and a
  201. majority of Hierophants. Permission to place shrines in the forest shall
  202. be freely granted save for shrines of gods who have proven themselves
  203. enemies to Nature. Shrines to those gods will not be permitted and all
  204. within the forest shall be removed. Oakstone reserves the right to
  205. refuse permission for a shrine placement that would impact detrimentally
  206. on the safety of the forest. Oakstone, in conjunction with the Fianna,

  216. removed from Oakstone. Any member of Oakstone who passes information to
  217. another organisation which causes harm to the forest, directly or
  218. indirectly, will be cast out of Oakstone and prosecuted as if they
  219. themselves had caused the harm.
