Venus is divided into two sections
Upper Venus is airships and floating cities.
it's where all the 'liberals' live. They're knee deep in a society where pretty much anything is permitted. It's Super-Vegas essentially, one where most people have law enforcement in their pockets, and your only downfall is going after a bigger fish.
the liberals have a basically slave underclass on the surface that they refuse to acknowledge as a problem while having their drug sex orgies in their floating cities which are named stuff like caligula and de sade. due to how hands-off the government and the law is, artsy folk gather there to do their artsy business, and that's how venus gets its income - by being a solarian center of art, basically, where the pop culture is made. they call themselves Cytherians.
the atmosphere is somewhat cutthroat as the government tightens the copyright laws to appeal to whatever mogul's label is the largest right now
attracts a lot of xenos too, and although they're mostly unwelcome as the pop business tries to play it safe, many are hired as actors and models
Lower Venus is a mostly unlivable hell with windowless industrial complexes connected by trams which are fed the trash of the upper level so Lower Venusians, while a tough and reliable sort, are spastic millenials
who are obsessed with pop culture and weird trendy shit. it's Mad Max but if people were trying to emulate the rich dudes from the Hunger Games at the same time. though they resent the upper class and are likely to say 'eat the rich' four times daily, they'll likely never do it unless pressed/sincerely motivated because either by purpose or by accident, they rely on Upper Venus. they call themselves Venusians.
they will likely have a very greaser-like subculture mostly focused around RIGs
but they're not very stylish RIGs
if anything they're like diving suits
because they need to withstand the painful hell of Venus. these people live outside the complexes and traverse the burning hot surface in convoys modified mining vehicles trying to turn a profit. they're much more gang-like because there's no cops outside the habs. probably venusian gangster rap.
the two levels are connected by elevators and balloons but Upper Venus does n ot care about Lower Venus. can't even see the motherfuckers. so lower venusians are basically second class citizens. governmentally, Upper Venus is a poorly disguised oligarchy and Lower Venus is probably ran by direct democracy
criminals are often just exiled to the surface too
that being said there are poor people who just didn't make it in upper venus, and there's rich mining barons on the surface
