Citizens, I come to you with a very important matter. It is widely known that
some years ago, Ixchilgal's ship, Kari, was used against Gaudiguch during an
aetherflare. At the time, they were a citizen, so this was considered an act of
treason. They were put on the list that requires a Council vote to be re-
citizened but were never enemied. Recently, they have expressed to myself and
the rest of the Council that they wish to return to Gaudiguch. An investigation
was conducted into events, and those results are below.

Information from Ixchilgal:
Before Ixchilgal went into a deep slumber, they were irritated with Gaudiguch
for reasons not disclosed. They set the permissions on Kari to be anyone except
Gaudiguch, Glomdoring, or Celest. These same permissions were set on the command
chair module. This means that Serenwilde, Hallifax, and Magnagora could get in
and use the ship, but we could not, due to permissions being OPEN by oversight
or negligence.

Information from undisclosed citizen:
During a flare with no expected opposition, citizenry took out one of the city
ships. The ship Kari arrived in the area and destroyed the ship the citizenry
was using. It was claimed by this informant, that they were whistling the ship
back to dock multiple times before it suddenly no longer worked. There are no
known witnesses to this event. As such, it was claimed by this citizen that
Ixchilgal had to be awake at the time to change permissions of the command
chair.

Summary of collected information:
Neither of these accounts could be completely confirmed or denied. The removal
of Ixchilgal was initiated by multiple people, but the initial ousting
declaration was very clear. Ixchilgal was given a year to return, and fix the
permissions on Kari. Because this was during their slumber, they did not wake,
and they were subsequently ousted from the city. The official decree can be
found in city post 1450. As going by this declaration, the declaration required
one or the other to happen of either enemy access being removed, OR a discussion
with a Council member. They have already had discussions with three of us, and
the permissions have been set so that only Ixchilgal can use the command chair.

This information was initially put to the Council for a vote, and the vote
concluded that they can be allowed back into the city. The exact terms have not
been set yet, but there will some type of fine required as well as a
probationary status. I know there are some among the citizenry that will be
discontent with this decision. We of the Council are willing to speak with you
on this. As always, please feel free to seek out myself or another Council
