@Weest what is your goxlr grounded to? USB shouldnt be the issue, you dont get noise like that from a digital signal over usb. Check everything is grounded good to the same thing. I would try plugging your pc straight into the wall if it is on an extension cord. Does the goxlr only connect to usb or does it ground in another way? There is also a chance there is static being generated from your cable dragging across the floor/your chair, can you do anything to get rid of that?
