When running 'openstack orchestration service list --debug', I get the following:

I've installed OpenStack manually on CentOS7 using the stein installation guide, and everything has been working perfectly until I tried to setup heat. I followed the 'latest' heat installation guide version as the stein guide had old configuration options making use of deprecated auth system.

However, I cannot seem to get around this 404 error, and there is no additional logging even with debug=true and verbose=true enabled.
