	what DOES deserve an honor is that as far as I can see he was creating russian versions of media files. often to fix redirects and moving pages to correct places. I'd give him a hint to be a little bit more active and try to do something bigger. At this moment I wouldn't give the cap to him, but his current ativity is productive and helpful for the wiki

	Currently this user's contribution doesn't seem to be enough. While it is commendable that they try to fix general Wiki's pages and even upload images for the Russian language their attempts at editing bigger articles would use some refinement. Creating pages is pretty easy these days so I'd recommend them to have more practice with larger bodies of text
