Украина:
 ⁃ более 30 учреждений не находятся под контролем Госуда́рственной пенитенциа́рной слу́жбы Украи́ны (укр. Державна пенітенціарна служба України), в ряде колоний осуждённые смогли частично или полностью покинуть учреждения (не без участия армии и спецслужб РФ);
 ⁃ Источник сообщает об освобождении из ряда учреждений осуждённых к пожизненному сроку лишения свободы после перехода территорий под контроль армии РФ (о последствиях даже думать сложно);
 ⁃ Ряд неподконтрольных ГПС (ДПС) учреждений взяты под контроль армии, Росгвардии, ФСБ и ФСИН и готовятся к использованию в нужных им целях (к приёму пленных, концлагеря в 21 веке);
 ⁃ Спецслужбы Украины и России разными способами пытаются использовать часть осуждённых, одни - для обороны Украины, другие - наоборот;
 ⁃ В ряде учреждений ГПС перебои с подачей электричества, тепла, воды, доставки питания/продуктов (по понятным причинам) и ситуация близка к голодным бунтам, критичная ситуация искусственно подогревается с помощью ударов по коммуникациям армией РФ, и подогревается изнутри пророссийски настроенными осуждёнными;
 ⁃ Российские спецслужбы через негласных агентов в преступном мире продолжают начатое 19.02.22 с целью дестабилизации функционирования ряда учреждений ГПС;

Россия:
 ⁃ кураторы тюремной системы по линии контрразведывательного обеспечения (М ФСБ) и военной контрразведки координируют действия бойцов Отрядов спецназа ФСИН из не менее чем 6 регионов РФ и Главного оперуправления ФСИН, Управления режима и надзора, которых командировали в т.н. ЛНР/ДНР и в Украину на захваченные территории с целью оборудования тюрем и колоний в военных целях;
 ⁃ Готовится к отправке в Украину ещё более 3,000 сотрудников ФСИН для взятия под контроль ещё более 20 учреждений ГПС;
 ⁃ В ряде регионов РФ источники Gulagu.net фиксируют приезды в учреждения ФСИН сотрудников ФСБ, которые пытаются вербовать осуждённых за участие в НВФ и принимавших участие в боевых действиях. В обмен на освобождение от них требуют участия в войне (многие отказываются, не хотят быть «пушечным мясом» Путина);
 ⁃ Многие сотрудники ФСИН деморализованы, огромные % по кредитам, низкие зарплаты, колоссальная переработка и ощущение надвигающегося краха экономики и гиперинфляции вкупе с угрозой отправки в Украину приводят к массовым увольнениям (мнимая «стабильность по-Путину» исчезла навсегда);
 ⁃ Начал вновь расти уровень произвола, пыток и коррупции;
 ⁃ Оперативники в ряде регионов готовят капо - «активистов», для отправки в украинские тюрьмы с целью их использования там в качестве внутрилагерной полиции (для этого сейчас готовятся соответствующие нормативно-правовые документы, многих будут освобождать якобы для принудительных работ и тп).
В целом с точки зрения соблюдения прав человека в местах принудительного содержания война резко ухудшила ситуацию, привела к росту числа нарушений прав человека и уже нарушила нормальную деятельность десятков учреждений пенитенциарной системы. И судя по динамике, ситуация будет только ухудшатся, и спецслужбы будут пытаться использовать это против друг друга.
Очень важно, чтобы международным наблюдателям как можно скорее обеспечили доступ к тюрьмам на захваченных территориях, без международного контроля все эти тюрьмы будут пыточными по прообразу Саратовской ОТБ-1 и Иркутского СИЗО-1 с массовыми изнасилованиями, пытками и даже убийствами. Ukraine:
 ⁃ more than 30 institutions are not under the control of the State Penitentiary Service of Ukraine (Ukr. State Penitentiary Service of Ukraine), in a number of colonies convicts were able to partially or completely leave the institutions (not without the participation of the army and special services of the Russian Federation);
 ⁃ The source reports about the release of life convicts from a number of institutions after the transition of territories under the control of the Russian army (it is difficult to even think about the consequences);
 ⁃ A number of uncontrolled institutions have been taken under the control of the army, Rosgvardia, FSB and FSIN and are being prepared to be used for the purposes they need (to take prisoners, concentration camps in the 21st century);
 ⁃ The special services of Ukraine and Russia try to use some of the convicts in different ways, some for the defense of Ukraine, others vice versa;
 ⁃ There are interruptions in the supply of electricity, heat, water, food/food delivery (for obvious reasons) and the situation is close to hunger riots in a number of the SCS institutions, the critical situation is artificially heated by the Russian Army's strikes on communications, and is fueled from within by pro-Russian inmates;
 ⁃ Russian secret services, through tacit agents in the underworld, are continuing what they began on 19.02.22 to destabilize the functioning of a number of GSS institutions;

Russia:
 ⁃ The supervisors of the prison system through counterintelligence (M FSB) and military counterintelligence coordinate the actions of fighters of the Special Forces Detachments of the FSIN from no less than 6 regions of Russia and the Main Operative Department of the FSIN, Regime and Supervision Department who were sent to the so-called LNR/DPR and to Ukraine to the captured territories in order to equip prisons and colonies for military purposes;
 ⁃ More than 3,000 more FSIN officers are being prepared to be sent to Ukraine to take control of more than 20 more SPS facilities;
 ⁃ In a number of Russian regions, Gulagu.net sources record visits to the Federal Penitentiary Service facilities by FSB officers, who try to recruit those convicted of involvement in illegal armed groups and those who took part in combat operations. In exchange for their release they are requested to take part in the war (many of them refuse, since they do not want to be Putin's "cannon fodder");
 ⁃ Many employees of the FSIN are demoralized, huge interest rates on loans, low salaries, enormous overwork and the feeling of an impending economic collapse and hyperinflation, coupled with the threat of being sent to Ukraine, lead to mass dismissals (the supposed "Putin-style stability" is gone forever);
 ⁃ The level of arbitrariness, torture and corruption began to rise again;
 Operatives in a number of regions are preparing "activists" to be sent to Ukrainian prisons in order to use them as a camp police (relevant legal documents are being prepared for this purpose, many will be released for allegedly forced labor, etc.).
In general, from the point of view of the observance of human rights in places of detention, the war has sharply worsened the situation, has led to an increase in human rights violations, and has already disrupted the normal activities of dozens of institutions of the penitentiary system. And judging by the dynamics, the situation will only worsen, and the security services will try to use this against each other.
It is very important that international observers are granted access to the prisons on the occupied territories as soon as possible. Without international control, all these prisons will be torture chambers, similar to Saratov OTB-1 and Irkutsk SIZO-1, with mass rapes, torture and even murders.
