Speaker Hortman and I have discussed this issue with the research staff and are hoping that a legislator will be able to take up the issue this session. We are working to identify the best author for this bill. This process could take some time. I am hoping we'll have an author within two weeks.

  48. The most recent law failed to fix the human rights violation because it continued to honor the ability of birth parents to deny adopted people access to their original birth certificates. I've attached the letter I received from Minnesota Department of Health that discussed the affidavit that birth parents filed that does not give consent to release my original birth certificate to me even though I am an adult.

The right to a real birth record, one that preserves real identity of the child (not a replacement or altered birth record), is a human right according to United Nations Convention on the Rights of the Child (Article 7 and 8). I just want my right to access my birth record like non adopted people in Minnesota have.

  52. The proper way to fix the issue, addressing it as an act about restoring the rights of adopted people, is to make void the existing Affidavits of Non Disclosure. I think 144.2252 can be amended to read that the vital records office must deliver, as quickly as possible, the unaltered copy of original birth records of adopted people who request it at proper age.
