- Officially called the People's Militia of Woodveil, the Woodveil Militia is a recent entrant to the world stage as of just 12 years ago, a reaction to the Dominion Wwar and the presence of the other major powers starting to overtake Woodveil. They began with a very simple creed--defend the people of Woodveil. Secondary to this mission was an ambitious desire that many had chased over the centuries: to tame even the deepest reaches of the Wood Sea, a region rivalling the Briar in its brutality and bounty. Without smart leaders and an organized, widescale effort, the innermost depths of the Wood Sea would swallow those who dared to try and settle it. Trails still needed to be blazed, a difficult task given the density of the forest. Even discounting the labor required to carve a path through a forest so thick that trees often grew through each other, it was easy to get lost in the sometimes almost endless, dark woodland, to say nothing of the horrors that haunted it.
- The People's Militia began as a slowly growing federation of towns, eventually blossoming into a surprisingly sophisticated logistics network. Allied towns distributed their unique natural resources wherever they were needed, pooled their best minds, established regular trade routes and began training a standing military of amateur warriors and mercenaries overseen by what was essentially a council of democratically elected town mayors. It was an unprecedented display of cooperation not just for the commoners who spearheaded it; the Khesil aided the militia wherever possible, and initially the Grasp welcomed another competitor, too stretched thin to dedicate such resources to the northwest as the Militia could amass.
- The organization's political aspect is a mostly internal affair at this point. The Militia's leadership generally keeps to itself outside of a healthy trading relationship with both of the major powers and a strong working relationship with all of the bordering Khesil Tribes.
- They seem to have no interest in expansion or power outside of deepening their control over the Wood Sea (a wholly uncontested territory) and maintaining the safety of their people, and while industrial cooperation has bolstered the populations and economies of the towns tied to the Militia, the majority of them are still quite small and hold little political sway outside of Militia settlements. For this reason, although broadly the Militia holds much influence, it's quite diffuse. The Militia is very rarely given to large displays of power, full-scale professional military operations, or the pursuit of further control.
- So, the Militia Council, a council of currently 103 town leaders, mainly exists to organize the militia's resources and negotiate standards of conduct for the towns involved. The Militia's remit includes disaster relief, the provision of free healthcare, and principally, security. The Militia distinctly does not offer any judicial services to any of the towns involved, enforcing very little in the way of 'law' in most places and leaving such matters up to individual towns, with some exceptions for extremely obvious things.
- It is not likely to stay this way forever, though. A more organized and formal government is slowly emerging, and the People's Militia is beginning to test the waters with implementing its own system of judges and law in its largest city, Ensha, whose governor has recently accepted the Militia Council's assistance in establishing a more nuanced and formal court system that could serve as a model for future judicial proceedings in Militia territory.
- The actual Militia's main role is to protect its territory from external threats, particularly those of a supernatural nature. Examples include Ommoxes, Arkhea, Strigoi, the Anz Vaskhul, and even the peculiarly dangerous wildlife that lurks in the Wood Sea. Through constant contact with these threats, the Militia has quickly improved the quality of their training over the past decade. While they could hardly hope to match the prowess of warriors like the War Bearers, they show surprising strategic capability and resourcefulness.
