  20. Comment on lower tiers that explains why these are mainly in depends: Smogon/PS doesn't have relevant lower tiers, I'm not even sure what the origin of PS's 'UU' etc. is. I could hazard a guess at Smogon's, going from having just OU and UU previously as decided by hipmonlee so that PO would adopt rby2k10's tiers, I suspect Smogon sort of adapted the 2k10 tiers, made a minor adjustment for partial trapping, I think possibly added everything to OU that I felt was OU through talking with Jellicent (gotta be the only way victreebel was OU my god..) and on PS it looks like it's reverted to something more traditional with persian and rhydon in OU, but adding jolteon too.... why on earth is kakuna in UU on PS O_o there ARE well-made RBY lower tiers, but they're not Smogon's or rby2k10's, and neither of those have adopted it, so I don't exactly suppose they'd ever make their way onto PS main anyway. Of course, it's Pokemon Perfect that has formed RBY lower tiers.

  22. - Acid Armor / Barrier - Acid Armor and Barrier 100% outclass Reflect, but on the Pokémon it's distributed on, when these Pokémon are in appropriate tiers, their use is somewhat questionable, so even though they outclass a move in regular moves which is a very potent move in OU play, these moves are not as important on the Pokémon that receive it. That being said, in the cases that they do get it, the move isn't wholly useless.

  24. - Bind - Useless in OU pretty much. Of the two pokemon you might see in OU that could use it, Tangela would use it and Pinsir probably lacks the moveslots, both are super rare. In lower tiers (see comment on mirror move) Pinsir sometimes can find use for it.

  26. - Confuse Ray - Very good choice on Lapras. Usable on Gengar. Magmar/Ninetales/Golbat aren't usable in any lower tiers yet formed on PP and i've not played others, but I'm dubious how useful it would be there. Feel like it should be in moves but I'm only like 90% sure.

  28. - Double Edge - almost totally unworthwhile in OU although exeggutor runs it rarely. In lower tiers it's a good, common move on the many pokemon not given body slam.

  30. - Double Kick - ironically, the only good user of it is in OU (Jolteon) and does important things for it there. The nidos and hitmonlee wouldn't use it.

  32. - Egg Bomb - is niche but definitely viable on Exeggutor in OU, not viable on the other recipients however (but they're mew and chansey..)

  34. - Fire Blast - Is it fire type? If so, it must run it. Is it aerodactyl? It almost definitely should run it. Is it marowak/machamp/nidoking/weezing? it might be worth running occasionally. Is it anything else? Don't run it in OU. If you're in OU, the ONLY Pokémon that should EVER run Fire Blast is Moltres. It's WORSE THAN USELESS on a lot of other Pokémon, such as Chansey, that get it. So, I'd be dubious about making it appear recommended if OU is that much of the focus.

  36. - Glare - probably should be in moves but has terrible distribution issues.

  38. - Kinesis / Sand Attack / Smokescreen - Kinesis is a fully viable move on Alakazam in OU. Rare and niche, but worth it in some specific situations. Common enough to be in the moves section (which it is) in my opinion. Sand Attack and Smokescreen however outclass it but have a different (but wider) distribution, and I can't really comment on whether they'd be useful, but it would feel bizarre to have moves in usually useless moves that outclass moves in regular moves.

  40. - Leech Seed - always a poor-ish choice at best but it makes okay filler in lower tiers venusaur and exeggutor can run a set with it in OU, but that set was just barely making a comeback at the end of 2014 when the mechanics discoveries suddenly changed the metagame and pretty much put it to rest. Probably should be in usually useless moves, but I'm unfortunately fond of it.

  42. - Light Screen - is a serious option on Chansey in ubers and an okay niche option (along with reflect, thunder, hyper beam, agility, mimic, and possibly toxic) on Zapdos in OU. Not sure if it's enough to really justify it since ubers is not often played, zapdos doesn't run it too often if only because it's not an important moveslot and it has a lot of more or less equally mediocre options to put there, and most other Pokémon that recieve the move would not consider using it. Maybe Clefable could run a set with it+reflect+rest+bslam in a lower tier, I need to test that myself actually~ thinking about it it's probably viable but not amazing.

  44. - Meditate, Sharpen - Only Hipmonlee uses it. Not sure if it would use it in lower tiers yet. If you were to use it in OU, you would run it I believe. Similarly for Porygon and Sharpen, however it becomes a weak pick in a meta with access to Thunder Wave and Recover without making use of Sharpen, before becoming a dominant pick, so it probably does not deserve the regular moves status.

  46. - Mirror Move - No good user of it in OU, but on the Pokémon which do get it - Fearow and Pidgeot line - when they become relevant in lower tiers it's one of their best choices to run.

  48. - High Jump Kick / Jump Kick / Rolling Kick - all only given to the fairly irrelevant in OU hitmonlee. As to which ones it runs is an in depth question about something not very important, I don't really know, do what you want with them it doens't matter.

  50. - Psywave - not useful in OU seriously, but in lower tiers, the further down you go, the more viable the move becomes, and it's very well distributed. However, whether it should even be legal or not is a different point of contention, as it has an unavoidable possibility of desyncing the game. There is a 1/256 chance (of course!) of psywave desyncing, when it rolls a certain number and it forces one side to reroll the RNG (or whatever the words to describe that are) and the other does not. However it's very unlikely, and not relevant in OU play.

  52. - Rest - it's good on a few mons here and there, but on the vast majority of pokemon it's poor to terrible. In OU, Slowbro always runs it, Snorlax, Jynx and the rarer Cloyster and Articuno sometimes run it, Egg/Zapdos have shitty sets with it you probably shouldn't run, I guess Lapras too if I'm including zapdos. In RBY 2U on PP, I believe only Hypno really gets away with running Rest. In 3U, sometimes vaporeon, golduck, and possibly clefable, are able to run it. Generally, there's a handful of pokemon per tier (more in OU though) that make decent or okay use of it, but it has a huge distribution, and most defensively inclined pokemon don't run it. If they do they're one of the top 5 mons in the meta usually. So, unsure about which position to place it in.

  54. - Screech - standard on persian in OU. Not used on pretty much anything else ever, and it has a fair distribution.

  56. - Sky Attack - viability is disputed on articuno in OU. It's useful on some stuff in lower tiers, really unsure if it's moves worthy though. But it is powerful.
  57.  
  58. - Sludge - best poison type attack really, so in a lower tier where muk or weezing is viable, it might see use. If you run weezing in OU (don't.) it runs it. I don't know if it's moves or usually useless moves suitable.
  59.  
  60. - Substitute - most stuff gets this, only a handful of pokemon run it in any tier, and its utility on those pokemon is not usually very significant. Probably should be Usually useless moves but there's a notable mon or two in any tier (other than ubers) that can use it usually.

  62. - Surf / Hydro Pump - water's not a good attack type in OU. Surf is exclusively seen on Dragonite (sometimes runs blizzard) and starmie very rarely may run one or the other (personally I don't think either are worth it, but some players do). In lower tiers, it's a much better option on certain Pokémon due to more limited movepools.

  65. Dig / Fly [due to invulnerability glitch] but some quarters argue that in lower tiers they provide valuable coverage and it should instead be claused off to prevent invulnerability abuse inasmuch as is possible, but noone has yet to attempt to get such a change on Smogon, PS, or PO.
