With half of the market stalls burned down, and untold other economic damages, the Councils of both Upper and Lower Amihan have opted austere measures as apart of the recovery efforts.

Merchants are required to have a permit with the city council. One is obtained by filling out a form, and sending it in. ((ooc: pm us))

Merchants selling items derived from plants, gems, minerals, or other resources from the Runoff or Upper Amihan are required to check in with the rangers and/or council, as these items are the properity of the Local Govenment. Taking these without permission will be seen as theft. ((Also pm us.))

Homes are no longer free, and residents of Lower Amihan must pay a tax on their homes, equal to 5% of their monthly profits. ((This is not an OOC restriction, we are not adding currency or making people pay oocly for homes))

Both the Collegium of The Arcane and The Adventurer's Guilds are now subsidized and permitted to give citizens work, should interested parties apply. Legal gray areas with both have been clear, and other prospective guilds are being looked into.

Additionally, With reports of walking corpses, the councils also would like to remind all that necromancy is punishable up to execution. Investigations into the matter have found no culpablity as yet.
