Disguise quirk

Quirk name: disguise
Quirk type: emitter
Quirk Description: As the name suggests Disguise's sole purpose is to conceal someone else's identity. It works similarly to Himiko Toga's quirk, but unlike Toga's transform, disguise is simply a 'clark kent effect'. It bends the perception of other people and make them see ANYTHING besides the person's identity. This quirk does not work directly on people, first it must be administered via touch. There is not a limit as to how many clothes can be affected by the quirk, but there are a limit to how many people can be affected by the quirk at any given moment. The current limit is 6(~9) people in total.
There are several limitations and rules for the disguise to work:
1- Disguise is a visual effect only, it doesn't change one's voice, it also doesn't conceal things like tails, claws, wings, horns or any other distinguishable feature (unless the costume explicitly adds to the features in question).
2 - Disguise can be used to simply change one's facial features with a mask/makeup, but more detailed results occur once the wearer is using an entire costume.
3- Once used, Disguise can only be removed in 3 ways: 1) By will of the user of the quirk 2) By the removal of the mask/head piece 3) by the wearer of the costume admitting that they are in disguise
4 - The distortion can be fine tuned at the expense of the user's stamina/concentration. I.E. a cheaper, less thought out disguise requires less concentration, but a more perfect one requires a lot of the user's power.
5 - The distortion cannot stray too far from the base of the costume, it can be a more perfect representation of what the costume is supposed to be (while never managing to be as perfect of a representation as Toga's quirk) or perhaps a more frightening/eldritch/uncanny version of the costume (WHICH FITS PERFECTLY WITH THE HALLOWEEN EVENT AAAAA)
