Hero/Villain Name: The Harpy
Costume: a carbon fiber chest plat with ceramic scales behind (bullet proof)  and  skin tight leggings with steel scaled plates, not much covering her tummy.
Motivations: There needs to be more heroes with mutation quirks

Mutation
Effect: a complete and total over hall to the entire body, reworking from bone mass to muscle structure leaving an extremely light yet powerful substructure. Arms have been completely replaced with huge feathered wings with a single digit hidden beneath the feathers with extremely hard stems until needed. Legs from mid-calf down scaled over with protective growths simulate to that of scales on a reptile. Feet reconfigured into huge three toed claws large enough to wrap completely around the average human head, topped with two inch long razor sharp talons.
Abilities:
Flight: with her large wings and extremely light body she is able to take to the skies at extremely fast speeds (upwards of 100 mph)over short distances or at a relatively fast pace (roughly 25-30 mph) for extremely long distances.
Regen: higher heart rates and more blood vessels through out her body deliver white blood cells through out her body much faster then the average person increasing her natural healing rate by half.
Calcify: by tensing her muscles  around a few select feathers in her wings she can flood them with white blood cells hardening them like bone.
Communication: though not perfect she can understand and communicate with most breeds of bird.
Eye sight: the mutation doesn’t limit itself to physical abilities, her eyes are as sharp as a bird allowing her to pick out fine details at extreme highta.
Moves:
Furry: changing her flight path abruptly she spins widely her feathers hardening to strong blades and extending her talons out turning herself into a whirlwind of pain.
Dive bomb: Taking to the sky as high as her wings can go, around 37,000 feet turning around and dashing back to earth past the normal limitation on her fall speed shifting all this speed into an arch that plows her head first toward her target turning last seconds to lead with her tallons.
DRAG AND DROP!: Simple as dragging a target by the shoulders flying up and letting go.
Feather storm: over-extending her wings feathers are primes feathers and flapping her wings after this action launches a swarm of quick moving feathers with stems as strong as steal using the frons to insure they fly straight.
Weaknesses:
Hands: She has a single digit on the elbow of her wings and that is it, she has no way to naturally grab things other then with her feet.
Light weight: her body although buxom is extremely light weight far lighter then she looks.
Twig: her bone being light and fragile impacts that would bruise the bones of an average persons bones will snap hers like a twig unless the force is applied in parallel.
Feathers: though she can throw her feathers there is a limitation to how many she can throw and keep flight. Depending on the time of the month she might be replacing old feathers or preparing to do so next month at the start of the month she can throw 50 feathers with out worry near the end only 25
Other Abilities: Singer, quick study, improvisor, Powerful legs.
Tinkerer: Creating small useful gadgets to make her life easier on her starting with simplistic prostatic hands to make eating easier.
