  9. 1. During a round of Ninja, you are faxed by Station Command inquiring about an “inspector” who claims to have been sent by the company to evaluate each of the station's departments. How do you respond, and why?

  12. I would return with a fax instructing the crew to stand by while the office investigates if a notice of inspection was left unsent. Depending on how command and security has treated them so far- ordering them to the brig, to turn in their equipment, or otherwise shutting down the ninja- it might include an addendum to treat the 'inspector' as legitimate until further notice. From there it depends on the ninja's actions- if they make good use of this time to provoke interactions with the crew, I might wait as toward the end of the round before returning word that there is no scheduled inspection at this time. If not, and the ninja is just wandering around or otherwise not putting much effort into using the leeway they have, I would probably return that same word ten or fifteen minutes later.

  17. 2. During a round of Crossfire, you are faxed by Station Command about a team of mercenaries who have reported a band of pirates operating in the area. They wish to offer their services to the station as additional security. Command is asking you for your advice on the situation. How do you respond, and why?

  20. First, I would make sure in AOOC that the raider team is in on the mercenary team turning on them. If they aren't, the reply would be a simple "we have no reports of pirates in the area, continue as usual". If they are, I would be willing to tell the command team that due to the presence of an unknown ship sighted by the Icarus, they are free to temporarily contract the mercenary services. This comes with a laundry list of asterisks- "manage the contractor's access and ensure the security of high value areas, restrict them to the surface level or EVA if necessary to maintain security, and dismiss them as soon as the threat is over, and otherwise be extremely careful and keep us up to date on the situation".

  24. 3. You receive an Emergency Broadcast System message from the station’s Artificial Intelligence. It claims that there is an emergency situation, and requests an immediate ERT deployment. How do you respond?
  25. Do note that your powers as CCIA includes the ability to see player status, antagonist status, speak in dosay and aooc, send private messages, use the announcement system, use the fax system, spawn in as a CCIA Agent, spawn in as a ERT Commander, and return to mob (Your previous character)

  28. It largely depends on the status of the command team and the severity of the emergency situation described. Assuming this is effectively all the information given in the EBS, I would return an announcement instructing the crew, and particularly the command team, to attempt to send a situation report regarding the nature of the situation and to call for ERT of their own accord, if possible- if not, send a secondary EBS explaining why this isn't possible. If they do, and it appears reasonably true, they have their ERT, who I would brief regarding the information given. If no further response is received for another fifteen-twenty minutes, I would try and evaluate the expected end-state of the round. If the situation is largely resolved and only awaiting command to get in gear to call the shuttle, or for 2:00 to call the transfer, no further input is needed besides a potential nudge to send a situation report. If the antagonists appear to have largely won, and there is no sign of evac or transfer, then i would request and ERT from the admin team, and if they agree, spawn in as ERT commander to give a short brief of what was sent earlier.

Well, assuming the situation is purely as described and "the captain decided to do this because they wanted to," it may be a moderation issue as to realistic behavior of a captain, or, perhaps, a loyalist gimmick. But were it a fully IC issue, the response would effectively be "the captain is expected to manage the station in an effective and efficient manner, if you do not believe this is such, file an incident report so that it may be investigated".

  41. 5. In your opinion, how much of a role should Central Command play in the affairs of the station? When is it appropriate for them to directly intervene, and how much should they attempt to shape the round when they do?

  44. CC should attempt not to override the affairs of the station, just supplement them. If a role contacts CC for guidance, that is fine, but they should not be receiving orders from us except in a very broad scope. They're less meant to actually influence the round, and more to provide an ambient presence that makes the station feel less like a complete bubble in a supposedly structured world. That said, by the nature of being what it is, CC does have an inherent influence on the round, and we're expected to effectively balance between the varying interests that are in play during a round- antagonists, security, the crew, and our own, maintaining the realistic face of CC. Ideally, we'd be able to let everyone on the server manage the round of their own accord while still maintaining a realistic influence, but given those are a bit inherently contradictory, we just kind of have to try our best when prompted to involve ourselves, through carefully wording faxes, scrutinizing when to send ERT, or whatever else might come up.

On servers without a CCIA-equivilant system, the punishment for consistently sub-par playing is either being told to stop by administration and eventual escalating punishments, or just annoying everyone around you that can't do anything about it. Neither are particularly realistic, and as a heavy RP server, that's especially apparent- the IR system is a stop-gap between complete lack of consequences and OOC consequences to characters who make reasonably large or reasonably consistent mistakes in our setting, preventing what should be an IC issue from escalating to OOC, or from never being handled. It's both a tool for our setting and our server, providing more believable responses to those kinds of situations.

  53. 7. In resolving an Incident Report, when should a character receive significant disciplinary action (such as a demotion), as opposed to a lighter response such as a warning or retraining? Under what circumstances would you consider terminating a character's employment?

  56. History is one of the most important aspects of this, I think. Even one massive mistake is still one mistake- it might warrant a harsher punishment, but losing their character isn't something that should be applicable on a first strike. Of course, this can be overriden in the instance of an exceedingly severe issue, but in my experience this often leads into lore's jurisdiction more than our own. In general, a character should be given a chance to rectify themselves before receiving the axe, and even ICly this makes (some) sense, as it is implied that as crew skilled or experienced (or perhaps just lucky enough) to be assigned to the Aurora, they would want to be retained rather than fired when possible. After being given their chance, however, the gloves should come off- at a certain point, it becomes unrealistic that a character would be permitted to continue working given their history.

  61. 8. After taking an IR of your own and completing your interviews, you find that an officer escalated to a forceful arrest when a crewmember resisted detainment. The original reason for the arrest is deemed invalid, however, the officer argues that in resisting arrest the crewman legitimized the detainment. What is the best way to resolve this case?

  64. Per the resisting arrest regulation, resisting arrest only applies during a proper arrest, so the officer's argument is invalid. Assuming the crewmember resisted non-violently (i.e. not physically engaging the officer), they would receive only an advisement to comply with arrests and report the incident later in the future. If violent, mandatory training and warning- some kind of aggression management seminar, or something similar but better that I would come up with in more than one minute. For the officer, three months probation and a security retraining course. Perhaps some sort of short mandatory cadetship if possible- a week? something that would be gone over with other agents, and less likely if he appears reasonable and level-headed during interviews.

  66. The incident is, in the end, a relatively minor one, with the probation effectively being fluff in the OOC context of the round-to-round game, and more of a wake-up call to both the player and the character to be more careful doing security work.

  74. I should note beforehand that my time as liaison was roughly a 2/3rds of a year ago, so take this with a grain of salt- but, response time, or perhaps willingness to respond in general. It was a marked difference between the modmin team and CCIA team in terms of responding to tickets/faxes- I've been told by several members that were present on the team at the same time I was liaison that I answered more faxes than most agents did, and that is not in any way meant to be a brag, but more of a demonstration of the difference of standards between the modmin team and CCIA at the time. Modmin staff would race each other for tickets that came up, and (jokingly) complain when people claimed tickets faster than them, whereas, in my previous experiences, CCIA agents would rarely even acknowledge fax notifications in the discord, and it would be a tossup if anyone on server attempted to reply to them or not. I think this has contributed heavily to the long-standing idea that faxes "never get answers", which while untrue, wasn't helped at the time by that lack of motivation.
