  1. On 11/16/2022 at 0657 hours, I was patrolling the area of 9255 Zoto's Dr., Douglas County,
  2. Highlands Ranch, Colorado, when I observed a blue Honda CR-V with a Minnesota license
  3. plate bearing GAC488 on the rear of the vehicle. There was a subject with his head down
  4. seated in the driver seat of the vehicle and the vehicle was running. The vehicle was
  5. packed with items in all areas of the vehicle. This was the only vehicle in the parking lot
  6. and it was parked directly across from the Highlands Ranch Substation.
  7. I am currently assigned to the homeless outreach team at the sheriff's office and I wanted
  8. to contact the subject in the car to see if they were stranded or homeless due to the
  9. amount of stuff in the vehicle. I approached the vehicle and observed a white male seated
  10. in the driver seat. There was also a very large dog in the back seat. There was a black
  11. cloth covering the driver side back window. As I approached the vehicle the male in the
  12. driver seat looked at me and then looked away. I asked the male to roll down his window.
  13. The male rolled it down approximately 4 inches. At this time I detected a strong odor of
  14. burnt marijuana coming from the interior of the vehicle. I asked the male if he had just
  15. been smoking marijuana in his vehicle due to the very strong odor of burnt marijuana.
  16. The male (later verbally identified as Alexander Robert Graul dob 08/08/88) advised me that
  17. he was a Uber and a Door Dash driver and that he had not been smoking marijuana. I
  18. advised Alexander that it wasn't a good idea to be smoking marijuana around the food he
  19. is delivery to people and he said "ok". I asked Alexander for his identification and he
  20. refused to give it to me. I advised him that he was under the investigation for DUID and he
  21. was required to provide it to me. Alexander said "I wasn't driving the car." I advised
  22. Alexander about the Colorado law regarding control over the car. I asked Alexander if he
  23. was living out of his car due to the amount of personal belonging items that were stacked
  24. everywhere in it. Alexander said he was not. Alexander said he didn't know where his
  25. drivers license was and he wasn't driving his car. I asked Alexander to verbally identify
  26. himself and he did. I asked Alexander if he had a Colorado I.D. and he said no. I asked
  27. Alexander if he resided somewhere in the area and he advised me that he wasn't
  28. answering any more of my questions. I requested a cover unit at this time. During my
  29. contact with Alexander, I observed the skin on his face to be an ashy color and he was
  30. sweating under his eyes and cheeks. Alexander was wearing small eye glasses so I could
  31. not get a good look at his eyes for clues at this time.
  32. Once Deputy Carlin and Deputy Majernik arrived on-scene, I requested Alexander to exit
  33. his vehicle. Once Alexander was outside his vehicle, I asked him if he would submit to
  34. perform voluntary roadside maneuvers. Alexander refused the roadside maneuvers. I
  35. asked Alexander if he had any medical problems. Alexander told me that he had bi-polar
  36. and PTSD and that he takes medication for them. Alexander advised me that he did smoke
  37. marijuana 8 hours prior to my contact with him. I advised Alexander that based off of my
  38. investigation to this point, I was placing him into custody for DUID. Went I went to grab
  39. Alexander's hands to place handcuffs on him, I noticed his hands were very sweaty. I
  40. smelled a strong odor of burnt marijuana on his clothes that he was wearing. Alexander
  41. was seated in the back seat of Deputy Carlin's marked patrol unit. I advised Alexander of
  42. the Colorado Express Consent Law and told him his only option for a chemical test was
  43. blood due to testing for drugs. Alexander agreed to the blood draw. Alexander was
  44. transported by Deputy Carlin to UC Health for the blood draw. I read the authorization
  45. form to Alexander and he signed and dated the form. Alexander dated the form for
  46. 11/16/2024. I did observe a white substance in the corner of both of Alexander's eyes now
  47. that I was in close contact with him. Deputy Carlin transported Alexander to the Douglas
  48. County Jail and I followed.
  49. Once at the jail, Alexander told me that he moved to Colorado three months ago and has
  50. been living out of his vehicle with his dog. Alexander said that he was going to move to
  51. Arizona tomorrow and then head back to Minnesota in the Spring. Alexander stated that
  52. he has been working for Amazon Express for the last 2 weeks making deliveries form his
  53. vehicle. Alexander refused any assistance from the HEART team.

  55. I did contact Ed Seal to see about video footage for that parking lot but he advised me that
  56. HRSS camera's only cover a portion of that parking lot and where Alexander's car was
  57. parked was not covered.
  58. Deputy Bowman completed an inventory of Alexander's vehicle and had it towed to
  59. Westside Towing. Deputy Bowman advised me that when he was conducting the inventory
  60. search he located several empty marijuana containers and a few with marijuana in them, a
  61. grinder, and glass smoking pipes. The items located were in the vehicles center console.

  63. responded and took Alexander's dog to the Dumb Friends League.
  64. A DUI report was completed.
