I would say it depends, for sinners who were once human we'd probably still be limited to our bodies when we were mortal, or maybe they could be modified depending on what body you get when you first arrive in Hell.

Speaking of that, do they ever elaborate on how sinners get the body they get once they first end up in Hell? Is it randomly selected or do they have a choice?

Actually, it's confirmed Vaggie is a Sinner, and was once a prostitute in Salvador.
Now, this could also mean she died, went to Heaven and became an Angel, then fell. This would explain the cross, her unusual appearance, her proficiency with weapons, and why her appearence is moth-themed: she flew too close to the sun...

The other idea is that, being a moth demoness (sorta), she practices deimatic behavior, and is copying the "apex predator" of Hell (the exterminators) to scare off others - hence the grey color scheme, the usage of angelic spears (which she could've just gotten after an extermination, since they're frequently left behind), and the fact that the 'X' is on the wrong eye.

Well, strictly speaking Humans dont become angels on death. That is just a common belief that is not theologically supported. Of course i dont know what the show`s stance on this is.
