Scrap that last report about "Rocket-Chief Fuselage". It seems he isn't the NPC related to the RP event, it is the Experimental Pilot with the Engineer Crewmember.

The Experimental Pilot should walk up to the Engineering Crewmember under the rocket, and have a conversation with him.
