You need to make website Adsense friendly first with 15-20 good content post. Second, you need to get bot-free cheap traffic. In starting your CPC will be low in a financial niche in tier 3 country, But by sending daily traffic it will increase. Don't put ad code in header. Because AdSense is strict now than 1 year ago. Arbitrage is all about doing an experiment with traffic and high CPC articles. I am too doing arbitrage so I mentioned all important points above on which you need to focus. I lost more than 5 Adsense accounts in arbitrage due to some policy violation like that header ad and lots other things.
