Fisher Protocol Act

Section I: This legislation will implement the Fisher Protocol which was introduced by American Academic and Nuclear Scientist Roger Fisher in the late 20th century.

Section II: The Fisher Protocol and it’s justification can be summarized in the following quote spoken by The Fisher Protocols  creator Roger fisher. While this legislation brings a few differences to the original Fisher Protocol the core and ideals of it are still intact therefore the quote is relevant.

“”My suggestion was quite simple: Put that needed code number in a little capsule, and then implant that capsule right next to the heart of a volunteer. The volunteer would carry with him a big, heavy butcher knife as he accompanied the President. If ever the President wanted to fire nuclear weapons, the only way he could do so would be for him first, with his own hands, to kill one human being. The President says, "George, I'm sorry but tens of millions must die." He has to look at someone and realize what death is—what an innocent death is. Blood on the White House carpet. It's reality brought home.

When I suggested this to friends in the Pentagon they said, "My God, that's terrible. Having to kill someone would distort the President's judgment. He might never push the button.”

Section III: When the President, his associates and anyone else involved in the decision have decided to launch nuclear weapons this will go into effect. The President will be forced to take the life of the volunteer himself with his own hands. Preferably there will always be a secret service member carrying a knife in his supplies in preparation the Fisher Protocol will occur outside of the White House. If a knife is unavailable then the President can take the life with a blunt object nearby. This legislation prohibits the use of injections or firearms in the killing of this volunteer.

Section IV: Applications for this Volunteer will be opened by The Nuclear Regulatory Commission. They along with the Federal Bureau of Investigation will conduct them. Volunteers must be United States Citizens and have lived in The United States for more than 3/4 of their life. Volunteers must be older than 40. Ten Volunteers will be selected. Afterwards The Department Of Health will screen these applicants. Those selected will be tested for any underlying health conditions. Their mental health state will be evaluated. Out of those Three will be selected. One chosen to travel with the president and two others who will serve as backups in case of anything occurring to the prime candidate. Once they are selected they cannot back out.

Section V: The Department Of Health will be in charge of implanting the nuclear code in the heart of all three volunteers. Those performing the surgery to implant the codes will not be allowed to see the codes and will be under heavy supervision to ensure this. The codes shall only be seen by the Speaker Of The House who shall be impeached if they share the codes.

Section VI: For clarification this legislation is implanting nuclear codes necessary to detonate nuclear weaponry in the hearts of three individuals, those individuals will be volunteers and one shall be killed by the incumbent president if the decision is made to launch nuclear arms.
