+Controlled Opposition __ Really? You're going to insist on this? A "loan shark" refers to a PERSON (*as you point out*) *therefore* you write "WHO".



When you use the word "shark" (as an animal) - you write "THAT".



You wrote: *"Loan shark THAT prey upon.."*.



In other words - as though you were referring to an ANIMAL when really you are referring to PEOPLE.

If you don't want to believe me just do a simple Google Search for the two terms:



1. "Loan shark THAT"



and



2. "Loan shark WHO"



And see which is more common.



While this is not always the recommended way to go about determining the correctness of things it can help you to realise that "Loan shark WHO" is what should be used.
