  441. Providing proper conditions for a safe and secure childhood has become a government priority in Russia over the past decade. President Putin sets tasks and provides guidance in this area, pointing out the importance of promoting young talent for the future of our country. The President covered this fairly extensively in his remarks in Sochi on 1 September during a meeting with the students and teachers of the Sirius education centre for gifted children.

  443. The world is changing rapidly, and global competition is on the rise. Russia occupies one of the key places in global development. The place our country will have in the world 10-15 years from now depends on our younger generation and on how well we uncover, develop and preserve their potential.

  445. Ensuring the rights, the freedoms and the legitimate interests of children has, for the Foreign Ministry, an international dimension. Acting in accordance with the Constitution and international obligations undertaken by our country as part of the Universal Declaration of Human Rights, the UN Convention on the Rights of the Child and other fundamental international instruments on human rights, Russian diplomacy invariably remains focused on these activities.

  447. We are focusing on upholding the rights and the legitimate interests of underage Russian citizens residing abroad. We have gained considerable positive expertise for effective cooperation with both houses of the Federal Assembly of the Russian Federation, Presidential Ombudsman for Children's Rights Pavel Astakhov, the Ministry of Education and Science, the General Prosecutor's Office, and the Investigative Committee. Acting in cooperation with Russian foreign-based institutions, we have established an effective monitoring system of violations of the rights of Russian children abroad. We conduct daily monitoring of all instances of any violation of their rights, freedoms and legitimate interests. We make pertinent information and proposals available to relevant Russian authorities.

  449. The Foreign Ministry will continue to work hard in this area. During a 25 September meeting of the ministry board, which focused on the rights of Russian citizens and compatriots residing abroad, Foreign Minister Sergey Lavrov mentioned the fact that children are high on the ministry's list of priorities.

  451. Ensuring the rights and legal interests of the Russian citizens adopted by foreign nationals is an acute issue. The situation in the United States causes our biggest concerns. Unfortunately, things aren't getting any better there. The United States remains the leader in terms of the number of crimes against minor Russians.

  453. To date, Washington has failed to provide reports on living conditions and education of about 3,500 Russian children. The Americans are evading consultations to discuss children's issues (the first round of consultations with the participation of the Russian Foreign Ministry Commissioner, the Prosecutor General's Office, the Investigative Committee, and the Office of the Children's Ombudsman was held in April 2013). The United States is using every avenue to delay bringing closure to the Ranch For Kids situation in Montana, to return Kirill Kuzmin back home to Russia, or to investigate the infamous online exchanges which, according to Reuters experts, could have been used to illegally resell 27 Russian children, including to pornography producers.

We will continue working closely with the US authorities in order to reach mutually acceptable solutions to all these issues, and to arrange long-overdue consultations with the involvement of the Presidential Children's Ombudsman. Foreign Minister Sergey Lavrov regularly raises children's issues during his contacts with US leaders. We consider it appropriate to continue to push for the Americans to participate in a dialogue and consultations. This should be done jointly and consistently by all relevant Russian agencies and departments. The Russian non-governmental organizations could play an important role here as well.

  457. Problems arising from inter-family relations in mixed marriages abroad are another sensitive topic. Certain countries practice biased and overly tough and sometimes even discriminatory approaches towards foreigners when it comes to disputes or conflicts in such marriages.

  459. The Scandinavian countries, where state intervention in family affairs is a matter of law or is considered normal practice, are notorious for their most striking negative incidents. Taking children away from what they believe are troubled households represents a particularly dubious and controversial approach practiced by Norwegian guardianship agencies. At least 19 young Russians were taken away from such families in Norway recently. In Finland, children are commonly taken away from families even without a court ruling.

We consider it important to establish effective dialogue mechanisms with such countries' authorities to resolve issues and overcome challenges in the field of the children's rights and legitimate interests. The positive experience of the Russian Embassy in Helsinki is a good indication that such a dialogue is possible.

  463. As we know, the Presidential Children's Rights Ombudsman is working to hold a regional dialogue forum in Norway with the involvement of all the relevant departments and regional ombudsmen. I'm convinced that combined efforts are key to our success in addressing these complicated matters. We will support and participate in interagency forums that are aimed at ensuring children's rights and legitimate interests.
