  5. Authorization to cross the border is given once all legal entry requirements are verified, specifically those determined by the Schengen Borders Code and the Portuguese Immigration Law, during document control carried out by the border authority upon arrival.

That being said, it should be noted that due to the COVID-19 pandemic, any air travel to and from Portugal, for flights to and from countries that are not part of the European Union nor associated with the Schengen Area (Liechtenstein, Norway, Iceland and Switzerland) including the United Kingdom under the Exit Agreement between the European Union and the United Kingdom, nor those listed as authorized countries (Austrália, Canadá, China, Coreia do Sul, Geórgia, Japão, Nova Zelândia, Ruanda, Tailândia,Tunísia, Uruguai) is permitted exclusively for essential journeys.

  9. For the purposes of the preceding paragraph, essential journeys, under the terms referred to in Council Recommendation (EU) 2020/1186, of 7 August 2020, are those that have the intent of allowing the transit, entry or departure from Portugal of:​

  11. a) Citizens who are nationals of the European Union, nationals of States associated with the Schengen Area and members of their families, pursuant to Directive 2004/38 / EC of the European Parliament and of the Council of 29 April 2004, and third-country nationals with legal residence in a Member State of the European Union;

  13. b) Third-country nationals traveling for professional, study, family reunion, health or humanitarian reasons.

  15. Given that the airline is responsible for handling boarding, it must take into account international aviation laws as well as the laws of the country of destination, when assessing whether passengers meet the mandatory requirements for traveling.

Passengers traveling from countries outside the EU and the Schengen area or those not part of the list of authorized countries, must present, before boarding, proof of laboratory testing (RT-PCR) for SARS-CoV- 2, with a negative result, carried out up to 72 hours prior to departure. Without this requirement, passengers will not be allowed to board, with the exception of passengers in transit who do not have to abandon airport facilities.
