This is our general rotation. And yes, it is a priority system and not a rotation. You start at the top of the list and work your way down until X criteria is met and you cast that spell.

Inquisition when Inquisition is down OR Execution Sentence‘s CD is less than 10 seconds and Inquisition has 15 or less seconds remaining.
Execution Sentence
Templar's Verdict with 5HP.
Wake of Ashes while at 0HP OR at 1HP if Blade of Justice remains on CD for greater than 1 GCDs.
Blade of Justice at 3HP or less.
Judgment at 4HP or less.
Hammer of Wrath with 4HP or less.
Consecration at 4HP or less.
Crusader Strike at 2 Charges and at 4HP or less.
Templar's Verdict at 4HP or less OR with a Divine Purpose proc.
Crusader Strike regardless of charges at 4HP or less.
Arcane Torrent at 4HP or less and everything is on CD for a GCD or longer.
