  1. The Gym Tester Policy Concept:

  3. In the games, Pokémon Gyms are regarded as the toughest challenge along your journey until the Elite Four. The Leaders of these Gyms are thought to be the best of the best for the part in your journey, masters of their type. I wish to bring the same feeling of training and challenge to the Silver League's outdated gym system.
  4. Currently, the Silver League offers one Gym for each Pokémon type. There are modified rules to Gym teams so countering is not as easy. Each Gym is unique because the playstyle of each Leader is different, but that doesn't mean the best of the best are leading the Gyms.
  5. The Gyms within the Silver League are very incompetent for the most part. They are not a “survival of the fittest” idea, like they are in the games and show. It's a “first come, first serve” kind of deal. In the eyes of many, this is not how it should be. I have an idea that may fix this.
  6. In real life, food critics and inspectors visit restaurants randomly and anonymously to test the restaurant's performance, service, food, code, etc., big and small. This allows only the best and most popular restaurants to survive, allowing good food to be available wherever the customer wishes to go. A similar system may be applied to the Gyms of the Silver League, allowing only the best of a type to lead a Gym, leading to a more fun and challenging experience for both the Leader and the challengers.
  7. With this system, there would be five (5), seven (7), or nine (9) qualified Gym Testers (depending on supply and demand). Key qualifications to look for within these Testers are:

  9. 1) The ability to judge performance and execution fairly and justly.
  10. 2) The attaining of ten (10) or more official League Gym Badges.
  11. 3) The ability to be versatile and play inventively within battle.
  12. 4) The general recognition as a respected battler within the Silver League.

  15. The Job of Testers:

  17. 1) A group of three (3) Testers will choose a Gym Leader randomly.
  18. 2) These three (3) Testers will create teams of different playstyles, each conforming to the Gym's rules and containing two (2) counters and one (1) check to the Leader's type.
  19. 3) These Testers will then challenge the Leader without giving away their status. The Testers will each battle the Leader, their individual challenges spaced apart by at least six (6) days but no more than fourteen (14), as well as at least two random challengers each.
  20. 4) After each battle, the Testers will record the battle video and results of the match.
  21. 5) All of the Testers, not just the chosen three (3), will review the performance of the Leader in each of the three (3) battles.
  22. 6) After reviewing these battles, the Testers will take a vote on the Gym Leader's performance. Should the majority be in favor of the tested Leader, the Leader will stay in their position. The Leader should NOT know they have been tested.
  23. 7) However, if the majority is against the Leader being in their position, the Leader is relegated from their position. There are many ways a Gym Leader's performance may be unsatisfactory, so the Testers need to consider the options carefully.

  26. Redemptions:

  28. When a Gym Leader is relegated, they are told that they have been deemed unworthy of the position of Leader, but they are not told who decided upon this. However, if the Leader believes they have been judged incorrectly, they may call a Redemption. A Redemption is when the former Leader challenges the judgment of the Testers and wishes for a rematch. The Leader is put against a recognized battler of the League (this does NOT have to be a tester, but they must be informed they are doing this task). In this battle, the opponent of the Leader brings a team (following the Leader's former rules) with at most three (3) counters to the type, and the remaining three must consist of one (1) check (no more). When the battle is over, the Leader's opponent tells an Owner about the results, the battle code, and anything they noticed about the Leader. The Testers review these things and vote again on whether or not the Leader is to be reinstated.

  31. Applying Leaders:

  33. When a Leader is relegated, their spot will open up for other members to take its place. Similar to Redemptions, when someone applies to become a Gym Leader, a strong battler of the Silver League (does not have to be an official Tester) tests the applicant. Their team must conform to all proposed Gym rules, must have at most three (3) counters, and must have at most one (1) check. The battle video, results, and any notes on the applicant are sent to an Owner to be reviewed by the Testers. Should the majority vote in favor of the applicant, they are assigned the position. However, if the majority votes against the applicant, the applicant has two more chances to attain the Gym, should they desire to pursue the position.

  36. Balancing Factors:

  38. 1) Gym Tests cannot happen too close to one another. The list of Testers should remain as unknown as possible.
  39. 2) Testers are invited to the position via private message. Should they accept, they must NOT share any Testing information with anyone other than Testers or Owners.
  40. 3) Relegated Gym Leaders have a week to Redeem themselves before their Gym becomes open for taking.
  41. 4) Testers may NOT be Gym Leaders.
