  1. The Charter of the Free Cascadian Populace (FCSCP)
  2. Preamble
  3. “We may be alone in this universe, but we will never be without company.”
  4.
  5. This document does not establish a state, a government, or a sovereign power. The Free Cascadian Populace is, by design, nothing more than a name. It is a banner for the lost to gather under, a memorial for a world turned to dust, and a shared symbol of our will to endure.
  6.
  7. Cascadia was a home. The FCSCP is an idea. We are not bound by territory, but by the idea of unimaginable loss, and a shared hope for the future. This Charter is therefore not a set of chains, but a recognition of the voluntary bonds that connect us. It is a foundation for a house with no walls.
  8.
  9. Article I: The Principle of the Sovereign Individual
  10.
  11. Section 1.1: Affiliation
  12. To be a member of the Free Cascadian Populace is to declare one’s allegiance not to a structure or leader, but to the idea of Cascadia: resilience in the face of annihilation, and companionship in the face of solitude. There are no trials for entry save for the will to stand with us.
  13.
  14. Section 1.2: Sovereignty of the Member
  15. Members of the FCP owe no material tribute. There will be no taxes, no mandatory tithes, and no dues. Your assets are your own. Your time is your own. Your will is your own. Membership is a voluntary association, not a binding contract.
  16.
  17. Section 1.3: Sovereignty of the Populace
  18. As the individual member owes nothing to the Populace, the Populace as a collective entity owes nothing to the individual. We offer a banner and a name, not a guarantee of protection, reimbursement, or salvation. We are a family of circumstance, and each member is responsible for their own survival. Aid is given freely by those who are willing, or not at all.
  19.
  20. Article II: The Principle of Common Accord
  21. Section 2.1: The Living Charter
  22. As we grow from one to many, a common understanding of conduct may become necessary to preserve the integrity of our name and facilitate cooperative action. This Charter is therefore a living document, intended to evolve.
  23.
  24. Section 2.2: The Introduction of Edicts
  25. Laws are for states; we have Edicts. An Edict is a formally recognized standard of conduct or operational procedure.
  26. A) Proposal: Any member of the Populace may propose an Edict for the common good.
  27. B) Ratification: An Edict shall be considered ratified and binding only when it achieves a clear consensus among the active membership. This process will be defined by the first Edict, but shall require a significant majority (e.g., three-quarters approval) to pass.
  28. C) Scope: Edicts shall be limited in scope to governing conduct that directly affects the Populace as a whole, such as rules of engagement during joint operations, communication protocols, or the representation of the FCP to outsiders. Edicts shall not infringe upon the principles laid out in Article I.
  29.
  30. Section 2.3: Enforcement through Association
  31. The Free Cascadian Populace holds no levies nor issues fines. The sole consequence for acting in flagrant opposition to a ratified Edict, or for bringing dishonor to the Cascadian name, is the revocation of one’s affiliation. We do not punish; we simply part ways. You are free to leave at any time, and we are free to ask you to leave.
  32.
  33. Article III: The Principle of Contribution
  34. Section 3.1: The Nature of Contributions
  35. In accordance with Article I, membership carries no financial obligation. Any and all assets, ISK, or materials voluntarily or involuntairly transferred to the FCSCP wallet or hangars are to be considered irrevocable gifts to the Populace as a whole. They are offerings made to the idea of Cascadia, not payments for services rendered or investments expecting a return.
  36.
  37. Section 3.2: The Cascadian Fund
  38. All contributed assets shall form the Cascadian Fund. This Fund is not a treasury to be enriched, but a tool to be utilized. It shall be held in trust and may only be used for purposes that advance the collective, such as:
  39.
  40. - Provision of communal resources for sanctioned Populace operations.
  41. - Acquisition of tools, structures, or knowledge (e.g., blueprints) for the benefit of all members.
  42. - Maintenance of infrastructure that serves the entire Populace.
  43. - Other such purposes as may be approved via the Edict process outlined in Article II.
  44.
  45. The Fund shall never be used for the personal enrichment of any individual member or leader, nor for ship replacement or personal loss reimbursement, as this would violate the principle of individual sovereignty and responsibility outlined in Article I.
  46.
  47. Section 3.3: Transparency
  48. This charter recognizes the requirement for transparency of the holdings of FCSCP. Edicts may be voted upon to decide the measures to enact transparency.
  49.
  50. Article III: The Principle of Purpose
  51.
  52. The Free Cascadian Populace exists for three reasons:
  53.
  54. To Remember: To be the living memory of a people and a world that were erased. We carry their story so it is never truly lost.
  55.
  56. To Endure: To survive and thrive in a hostile universe, proving that even from a single ember, a fire can be reborn.
  57.
  58. To Gather: To serve as a beacon for any soul adrift in the void, offering them not a promise of safety, but a place to belong.
  59.
  60.
  61. "We are a home for the homeless, a nation for the stateless."
  62.
  63. This Charter is our vow. It is the first brick laid for a home we will build together in the stars.
  64.
  65. Ratified and Ordained by,
  66. Evie Lindor
  67. Last of the Cascadians, First of the Free Cascadian Populace
