It doesn't matter where the server is hosted, you can still get a site shut down with cloudflare if it's doing something illegal. Cloudflare is based out of the US so they have to comply. Yes, this won't shut down the site but it will expose the real IP of the server if they don't find another proxy dns quick enough. If you have the time and actually like Ice I definitely suggest reporting the site. The more people that report the quicker they will be forced to take action.
