Here's a thought, what if each of the corners of pentagram city are an overlord's domain?

Adding onto this.
Each spoke of pentagram city houses an over lord. The middle area is a battleground between the five faction where neighborhoods can change hands multiple times a day. Higher class demon also have little fiefs around the city that the overlords are wary of starting trouble in.

Each overlord has a different style of rule (obviously). Vox uses subliminal messages and 1984 style newspeak and spying to remove dissent. Valentino has tradition enforcers and thugs. Velvet has assassins and cleaner teams to deal with people. Rosie has an informant network that lets her keep track of everyone and everything inside her domain.

Pentagram city is the center of the pride circle with other cities and towns being offshoots of it. Due to this each overlord here has the means to jockey for power in any outlying settlement. Ars goetia and higher demons generally have their own towns and areas which they manage.
