  442. The state has agreed to reform foster care in Milwaukee to settle a federal class-action lawsuit that is nearly a decade old, officials said Friday.

The agreement requires the state to reduce caseloads for social workers in the Bureau of Milwaukee Child Welfare, speed up adoptions and reduce abuse in foster homes, said Marcia Robinson Lowry, director of Children's Rights Inc., a nonprofit child advocacy group that filed the lawsuit in 1993.

  446. "It doesn't guarantee that things are going to be better for children right away," Lowry said. "But it certainly sets the state on the right course."

  448. State officials said the system already meets some of the standards set out in the agreement.

  450. U.S. District Judge Rudolph T. Randa is expected to rule on the agreement at a hearing in the next few weeks, Lowry said. His approval would end the lawsuit.

  452. "We really do embrace this settlement," said Susan Dreyfus, administrator of the state Division of Children and Family Services. "I can't tell you how much time, effort and fiscal resources it zaps out of the system to be in litigation."

  456. According to the agreement, state officials must:
  457.  
  458. * Reduce social workers' caseloads to 11 per worker by 2004. Dan Stier, chief legal counsel for the state Department of Health and Family Services, said each Milwaukee County caseworker currently handles about 13 cases.

  460. * Identify children who should be adopted earlier and speed litigation to end parental rights. The state should be able to clear 30 percent of cases identified for adoption by 2005, the agreement said.
  461.  
  462. * Reduce the amount of cases involving abuse in foster homes to the federal standard of six-tenths of 1 percent percent by 2005.
  463.  
  464. * Close all emergency children's shelters by the end of 2003.
  465.  
  466. * Lobby the state Legislature to increase reimbursements for foster parents.
  467.  
  468. * Reduce the number of times children are moved from one home to another.
  469.  
  470. The bureau is responsible for about 6,000 children.
  471.  
  472. The state took over the bureau's operation from Milwaukee County in 1998.
